NOTICE OF A PUBLIC HEARING ON DESIGNATION OF THE WOODBINE HIGHWAY 30 URBAN RENEWAL AREA, AND ON PROPOSED URBAN RENEWAL PLAN AND PROJECT Notice Is Hereby Given: That at 6:30 p.m., at the City Council Chambers, Woodbine, Iowa, on September 11, 2024 the City Council of the City of Woodbine, Iowa (the “City”) will hold a public hearing on the question of designating as the Woodbine Highway 30 Urban Renewal Area (the “Urban Renewal Area”), pursuant to Chapter 403 of the Code of Iowa, certain real property described as follows: Parcel “B” A parcel of land located in part of Lot One (1) of the Southeast quarter of the Northwest Quarter (SE¼ NW¼) of Section Twenty-three (23), Township Eighty (80) North, Range Forty-two (42) West of the 5th P.M., Harrison County, Iowa, more fully described as follows: Commencing at the southeast corner of the SE¼ NW¼ of Section 23; thence N00°00’00”E along a portion the east line of the NW¼ a distance of 162.82 feet; thence N90°00’00”W a distance of 60.08 feet to the point of beginning; thence N90°00’00”W a distance of 225.00 feet; thence N00°01’47”W a distance of 200.00 feet; thence S90°00’00”E a distance of 225.00 feet to a point on the westerly right of way line of U.S. Highway No. 30; thence S00°01’47”E along said right of way line a distance of 200.00 feet to the point of beginning. aid parcel contains 1.03 acres more or less and is subject to all easements of records. The subject matter of the public hearing will also include a proposed urban renewal plan and project for the Urban Renewal Area identified above, pursuant to Chapter 403, Code of Iowa, a copy of which plan is on file for public inspection in the office of the City Clerk. The general scope of the proposed urban renewal plan (the “Plan”), as more specifically described therein, includes the following: Increasing the tax base and promoting economic growth in the City by encouraging economic development, constructing necessary public improvements and assisting private enterprise through tax increment financing incentives in the Urban Renewal Area. The initial project to be undertaken under the Plan will consist of providing tax increment financing support to Jason Barry in connection with the construction of a commercial building in the Urban Renewal Area.
