Harrison County Supervisors Meeting October 3, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Straight, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Rebecca Wilkerson, Jack Jones, David Sherer, Michele Stirtz Public Health Public Health Director David Sherer informed the Board that his agency has been reinstated for Medicare billing as the needed paperwork has been accepted. This revalidation is in effect for five years. Ehlert Drainage District The Board of Supervisors met as Trustees for the Ehlert Drainage District with all members present. Also present were Elizabeth Lenz and Michelle Kersten, Drainage Clerks and Jon Rosengren, Drainage Engineer, by phone. Discussion was held regarding repairs on the Ehlert ditch at 101 Park Street, Woodbine. Mr. Rosengren informed the Board that the City of Woodbine, which extended a culvert at that location, is still working on the erosion of the new fill and placing turf reinforcement matting on the reseeded areas around the culvert and the west ditch bank. Mr. Rosengren stated that the steep bank on the east side of the ditch is the primary concern. He suggested either steel sheet pile or widening the ditch onto the property to the west approximately 5-10 feet and using the added width to place riprap along the steep slope to stabilize and hold the bank. The sheet piling would be approximately $60,000 and the widening of the ditch approximately $15,000. The Board asked if third option could be considered of placing a brace wall on the ditch banks consisting of wooden pilings and bridge planks. Mr. Rosengren stated that would also work and suggested that the maintenance contractor, Shearer Contracting, get a price for completing the work using the wooden planks and piling. Mr. Rosengren would review the project but would not have to complete any engineering studies. The Board directed the drainage clerk to contact Shearer Contracting and report back to the Board of approximate costs. C&R Drainage District After discussion, motion to approve Susan Miller, Trustee, to sign the Iowa Levee Improvement Program application, motion first by Rife, second by Straight, motion carried. South Noble Lake Drainage District After discussion, motion to approve paying an invoice from Olson Contracting for clearing tubes during the May flood event in the amount of $600.00, motion first by Straight, second by Rife, motion carried. Comprehensive Planning Steering Committee Member Rife made the motion to appoint Ryan Kastner, Abe Sandquist and Mike Dickinson to the Comprehensive Planning Steering Committee, second by Straight. Motion carried. Current members on the steering committee include: Ryan Kastner, Abe Sandquist, Mike Dickinson, Larry Green, Jack Jones, Robin McClannahan, Matt Fouts, Scott Nelson/Thad Pothast, Rebecca Wilkerson, Sarah Epperson, Michele Stirtz, and Tony Smith. Engineer County Engineer Steve Struble met with the Board for project updates of department activities. FY25 Pavement Marking Project -- Three quotes were received for this project. Low bid of $122,094.37 from Vogel Traffic Services was awarded the project. Project will start in the spring. Anderson Street at Modale will not get done this year. The Board reviewed the final payout for Dan Derengowski. Motion to approve by Rife, second by Straight. Motion carried. Comments Scott Nelson informed the Board that Thad Pothast and Matt Pitt worked on a problem with trash and noxious weeds near California Junction. With business of the day completed, the Board adjourned on a motion by Rife, second by Straight. Motion carried.
