Harrison County Supervisors Meeting October 10, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Rife, second by Straight Motion carried. Attendance: Auditor Susan Bonham, Deputy Auditor Megan Reffett, Paul J. Rhoten, Rebecca Wilkerson, David Sherer, Michele Stirtz, Deena Nelson, Emily Allmon, Jeff Brehmer, Felicia Geith, Scott Nelson, Thad Pothast, Brandon Doiel, Steven Struble. Safety Meeting The quarterly safety meeting was held. Jeff Brehmer provided information about our Worker’s Compensation policy. Prior claims were discussed along with suggestions on how to avoid similar claims in the future. He also provided information on the training programs offered through the risk management center and recommended monthly training for all departments. Discussion was held on developing a safety committee that could help identify the safety limitations for each job type and work on scheduling the required trainings. Weed Commissioner Annual Report Weed Commissioner Thad Pothast gave his annual report regarding noxious/problematic weeds. He also provided department updates regarding his transition to become the Conservation Board Director. They plan to hire someone to replace Thad in February to allow them to attend the annual conference in March. The new noxious weed resolution will be delivered shortly after that. He also updated the board that he was working with the landowner on the noxious weed problem in California Junction that was discussed last week. Discussion/Action on Property Tax Suspension Auditor Susan Bonham presented a resolution for property tax suspension under Iowa Code Section 427.9. All qualifying documentation for the suspension for the individual was filed with the Auditor’s office. The resolution was approved with a motion by Straight and Second by Smith. Rife voted Nay. Motion Carried. Engineer Crack filling and Asphaltic Surface Treatment – Gee Asphalt is planning to work during the month of October to fill cracks on our most high traffic routes. Laredo Ave Bridge Repair – Repairs on the Allen #3 bridge are expected to be completed this week. Crew installed a new tieback anchor to replace what was damaged in the spring flood events. Office Updates – Staff are working with EMA Director Bonnie Castillo to prepare an estimate of the costs of repairing damage related to storms earlier this year. Castillo is helping with applying for disaster fund reimbursement from FEMA. With business of the day completed, the Board adjourned on a motion by Rife, second by Straight. Motion carried.
