Harrison County Board of Supervisors September 10, 2026 Chairman Brian Rife called the meeting to order at 9:00am in the Harrison County Boardroom with Rebecca Wilkerson in attendance, Tony Smith joined via phone. Motion to approve the tentative agenda was made by Wilkerson, second by Smith. Motion carried. Motion to approve minutes from September 1st by Wilkerson, second by Smith. Motion carried. Attendance: Auditor Megan Reffett, Michele Stirtz, Rick Sell, Laura Soetmelk, Shelia Phillips, Felicia Geith, Maggie Ballard Drainage The Harrison County Board of Supervisors, acting as Trustees of the McNeill Main Drainage District, met with Caleb Rasmussen, Engineer with MOREngineering, via phone call to discuss his recommendations after reviewing the results of last week’s bid openings for the McNeill Phase II Repair Project. Mr. Rasmussen recommends accepting the lowest bidder, L.A. Carlson Contracting, Inc., as he has worked with them before and is familiar with their work. Mr. Rasmussen also confirmed that Monona County approved his recommendation on Tuesday, September 8, 2026, at their meeting. Accepting Caleb Rasmussens recommendation of L.A. Carlson Contracting, Inc to be the contractor for the McNeill Phase II Repair Project was unanimously approved on motion by Wilkerson, Seconded by Smith. Heartland Family Services Maggie Ballard gave an update on services that Heartland Family Services is providing currently in Harrison County. They are working with schools currently to discuss prevention strategies with students and build on what the DARE program offers. They are also looking at additional prevention strategies that they can offer in Harrison County with retailers. Bank Reconciliations Treasurer Phillips and Recorder Geith presented bank reconciliations for review. Interfund Transfer from Opioid Fund to DARE Fund Motion to approve a $10,000 transfer from Opioid Fund to the DARE Fund for scholarships by Wilkerson, second by Smith. Smith Aye. Rife Aye.
