Harrison County Board of Supervisors September 17, 2026 Chairman Brian Rife called the meeting to order at 9:00am in the Harrison County Boardroom with member Tony Smith in attendance, member Rebecca Wilkerson joined via phone. Motion to approve the tentative agenda with removing the discussion on the Data Center Moratorium was made by Smith, second by Rife. Motion carried. Motion to approve minutes from September 10th by Smith, second by Wilkerson. Motion carried. Attendance: Auditor Megan Reffett, Michele Stirtz, Rick Sell, Laura Soetmelk, John Rasmussen, Jack Jones, Tina Fagen, Garrett Klutts, Roger Marshall IT Discussion IT Director Mike Dorland gave an update on what he has been working on and had issues with the Courthouse camera system this week. He asked for the Board’s recommendation on how to proceed with getting quotes for a new system or upgrading the current system. The Board agreed to have Dorland get quotes and bring them back to a future meeting. Engineer Updates Engineer Rasmussen gave updates on projects they have been working on. They have been working on seal coat patching on Panora Ave but have run into issues with the rain. They are currently renting a machine but hope to purchase one in the future. New dump trucks have been received and are waiting to be upfitted. Consider Approval of Payout for Cole Meeker Motion to approve the payout in the amount of $5,438.74 by Smith, second by Wilkerson. Motion carried. Consider Approval of Payout for Kyle Nelson Motion to approve the payout in the amount of $1,205.08 by Smith, second by Wilkerson. Motion carried. Consider Approval of Tax Abatement for the City of Missouri Valley Missouri Valley Mayor requested the County to abate taxes on two properties that were obtained by the City of Missouri Valley. The Board discussed their obligation to abate and would get back to the City on how they want to proceed. Budget Amendment Public Hearing Motion to set the public hearing for a fiscal year 2027 budget amendment for October 29th at 9:30am by Wilkerson, second by Smith. Motion carried. Consider Approval of Handwritten Warrant to US Bank Motion to approve handwritten warrant to US Bank in the amount of $6,494.06 by Smith, second by Wilkerson. Motion carried. Comments Laura Soetmelk – Comments on flock cameras With business of the day completed, the Board adjourned on a motion by Wilkerson, second by Smith. Motion carried.
