Harrison County Supervisors Meeting May 1, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Straight, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Deputy Auditor Megan Reffett, Dan Cohrs, Paul J. Rhoten, Jack Jones, Gary Nordby, Rebecca Wilkerson Lawn Care/Snow Removal Gary Nordby requested an increase in the monthly fee for lawn care and snow removal at the Courthouse and Law Enforcement Center. Motion by Rife, second by Straight for an $80/month increase in the fee. Motion carried. Family Farm Applications Assessor Emily Allmon updated the Board on an upcoming mailing to landowners who have a family farm credit that does not match the applicant’s name. Postcard mailing will instruct the landowner to reapply if they qualify for this credit. Any questions can be directed to the Assessor’s office. Little Sioux Inter-County Drainage District On unanimous approval, by a motion from Rife, second by Straight, a 65% assessment was set for the Little Sioux Inter-County Drainage District. Midwest Mechanical A contract amendment to extend the project completion date to October 31, 2024 and October 31, 2026 for the maintenance period completion date was approved on a motion by Straight, second by Rife. Motion carried. Contract is among Harrison County, Midwest Mechanical, and Iowa Economic Development Authority. Handwritten Warrant A handwritten warrant to US Bank in the amount of $6,483.45 was approved on a motion by Rife, second by Straight. Motion carried. EMA Update EMA Director Bonnie Castillo reported the Governor issued a disaster declaration for the county. Residents may be eligible for an individual assistance grant and/or disaster case advocacy program. Both programs are administered thru West Central Community Action Office. Discussion occurred on county trucks being used off the road right of way to help with the removal of large debris. The Board couldn’t take official action as the item wasn’t on the agenda, but wouldn’t be opposed to the idea. Engineer County Engineer Steve Struble met with the Board with the following project updates: Morgan #3 Bridge on K45 north of Mondamin – Contractor moved in on Monday, April 29th. They have removed the bridge handrails and guardrails and drained the area. Asphalt Patching and Leveling in Valley View – Waiting for an updated start date from contractor to finish the job. Asphalt Patching at Various Locations on Asphalt Paved Roads – Contractor has patched Fremont Ave and Cal Junction, K45 north and south of River Sioux, two areas in Modale, F50 east of Modale, L20 south of Hwy 127 and at Calhoun, and one area at Pisgah. Crews were called out after Friday night’s storms to check the storm damage and remove debris off the roads. Discussion about several asphalt roads needing inspected due to rough areas. 222th St west of Boone Trail isn’t draining. Tube needs to be checked. Motion to approve an application from Randy Pryor to place an underground water line across the public right of way at 1585 Pike Trail for the use of livestock was made by Rife, second by Straight. Motion carried. Comments Scott Nelson said Conservation had a good turnout for their spring open house yesterday. Ashley West-Joons said she may have possible extra expense for the trials next year. With business of the day completed, the Board adjourned on a motion by Rife, second by Straight. Motion carried.
