Harrison County Supervisors Meeting July 3, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. Motion to approve the tentative agenda was made by Straight, second by Rife. Motion carried. Previous minutes were approved on a motion by Rife, second by Straight. Motion carried. Property Insurance Review Jeff Brehmer, Smith Davis Insurance, met with the Board and reviewed the County’s property insurance. Insurance rates increased approximately 30% due to the reinsurance cost going up for the weather and climate disasters across the United States. The Board was able to budget accordingly due to the good relationship between the firm and the County. Heartland Family Services David Sherer, Public Health Administrator, met with the Board and reviewed the subcontract for the county substance abuse program with services performed by Heartland Family Services. Primary contract is between the County and Iowa DHHS and will be funded by the opioid funds. Motion to approve by Rife, second by Straight. Motion carried. County Compensation Board The Board discussed the county compensation board for elected officials. Legislation this year abolished this board effective July 1, 2024. The Board discussed the possibility of establishing a salary advisory board at a future time. No action taken. Native Wine Permit The Board approved a Class B native wine permit for Harrison County Conservation – Welcome Center – on a motion by Rife, second by Straight. Motion carried. C & R Drainage District The Board met as Trustees for the C & R Drainage District. Michelle Kersten and Elizabeth Lenz, Drainage Clerks, presented the Board with information and after discussion the following were approved: Otto Family Farms for the rent of right of way for stockpiling in the amount of $9,466.80 and Corey McIntosh for the rent of right of way for stockpiling in the amount of $10,336.20 were unanimously approved on a motion by Straight, seconded by Rife. Pottawattamie County Secondary Roads damage to Desoto Avenue was tabled until further information can be gathered. Claims Claims, as presented, were stamped for approval. Comments Ashley West-Joons informed the Board that there was a shooting at Papa Johns in Missouri Valley. Also informed the Board that she had applied for the District Associate Judge position. With business of the day completed, the Board adjourned on a motion by Straight, second by Rife. Motion carried.
