Harrison County Supervisors Meeting July 11, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Rife, second by Straight. Motion carried. Previous minutes were approved on a motion by Rife, second by Straight. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, Tyler Hinkel, Rebecca Wilkerson, Jack Jones. Local Government Guarantee/Landfill Landfill Director Tyler Hinkel requested the annual local government guarantee in the amount of $1,436,022 from the County in the event of closure and/or post-closure care of the facility. Motion to approve by Rife, second by Straight. Motion carried. General discussion took place on the condition of the landfill. Director Hinkel stated that he expects to build a new cell in two to three years that should last 10 years at an approximate cost of $1.3 million. Doesn’t expect the need to bond as the landfill is financially well. County Attorney County Attorney Ashley West-Joons informed the Board that she was selected as the new district associate judge for district 4 by Governor Reynolds. Attorney West-Joons will be wrapping up her county duties, but no end date has been given. The Board will need to appoint someone or contract with an agency to perform legal duties for County until someone is elected at the General Election. Engineer County Engineer Steve Struble met with the Board. Project updates include: FM Asphalt Resurfacing on L34/Overton Ave South of Logan – Harris Grove Creek to Pott County – Contractor plans to begin this project on Tuesday, July 16th. Paris Trail Tree Removal and Maintenance Grading – Contractor has completed this mile of grading this week. They installed six cross-road culverts including a 72” and a 48” culvert, placed rip rap at the culvert outlets, and installed four entrance culverts and 10 dry entrances. Crack Filling and Asphaltic Surface Treatment – Two quotations were received, but have not been reviewed for crack filling and asphaltic surface treatment for rejuvenation and protection of 7.4 miles of asphalt pavement on K45 from Hwy 30 north to near Enfield Trail and 1.2 miles on F50 from K45 to I-29. Member Rife had concerns of one surface treatment that may make the corners slick. The summer IDOT traffic collection program is underway and will be setting traffic counters in the lower ¼ of Harrison County next week. They will return at the end of the month to collect most of the remaining county. The Board approved a utility permit from MidAmercian Energy to install an electric utility line in the public right of way for 3100 Mounds Trail on a motion by Straight, second by Rife. Motion carried. The Board approved a utility permit from Harrison County REC to install an electric utility line in the public right of way along F58 from Spencer Avenue going east approximately four miles on a motion by Rife, second by Straight. Motion carried. A final benefit payout for Tom Niedermyer in the amount of $13,923.61 was approved on a motion by Rife, second by Straight. Motion carried. Chairman Smith said that Dunlap Street needed attention. The street has been worked on and is in better condition. Member Straight wanted Engineer Struble to cut brush along 242nd. The Board asked about the Pisgah gas station. Engineer Struble said it’s still on the schedule to be torn down. Zoning Public Hearings Chairman Smith opened the zoning public hearings as advertised. Zoning Administrator reviewed the following requests: * A zoning request from Todd Cohrs to rezone approximately two acres from A-1 Agricultural to R-1 Rural Residential on property located in part of the SE SW of Section 24-80-43. * A minor subdivision plat submitted by Chad Obrecht of two acres located in part of the NW NE of Section 11-81-41. No comments were heard or received. Motion to close the public hearings was made by Rife, second by Straight. Motion carried. Motion to approve the zoning request from Todd Cohrs was made by Rife, second by Straight. Motion carried. Motion to approve the minor subdivision from Chad Obrecht was made by Straight, second by Rife. Motion carried. Zoning Administrator Pitt informed the Board that Carol Farley had resigned from the Planning and Zoning Board. Comments Rebecca Wilkerson had a comment on the local government guarantee. With business of the day completed, the Board adjourned on a motion by Straight, second by Rife. Motion carried.
