HARRISON COUNTY LANDFILL COMMISSION MEETING MINUTES July 11, 2024 The HCLC regular meeting was called to order at 10:30 a.m., July 11, 2024 by Secretary Rife. Roll call showed Representatives: O’Neill, Breyfogle, Dugdale, Weigelt, Rich Cline represented Dunlap, Ortiz attended via phone, Chairman Struble arrived at 10:40. Also in attendance was Manager Tyler Hinkel, Office manager Shannon Manley, Bonnie Castillo Harrison County EMA, Casey Pape Item #1) Consent of agenda. Motion was made by O’Neill and seconded by Weigelt to approve the agenda. 7 ayes. Item #2) Review of the Meeting Minutes, from 6-13-24. Motion was made by Breyfogle and seconded by O’Neill to approve 6-13-24 meeting minutes. 7 ayes Item #3) The budget and claims were reviewed. The board went through the bills submitted for the month and the checking and savings accounts. Motion was made by Rife and seconded by Breyfogle to approve the budget and claims. 7 ayes Item #4) was for Questions/Concerns/Misc. Information that the Representatives or Hinkel has: Hinkel reported results from the Airspace study conducted in June. The compaction rate for the time period observed was up 43% from the previous study in 2021. These results give an estimated 53.5 years of life left at the HCLC. Hinkel attributed the increase to the use of GPS installed on the landfill compactor and to the operators constructing the landfill and putting pride into their work. Item #5) Report – Drop-Box Recycling Reports – Misc. Information/New Articles were looked at. Item #6) EMS report – Hinkel is working on end of year reports. Item #7) Handling of natural disaster waste fees. Casey Pape of rural Pisgah requested the board waive interest fees associated with the clean up of tornado debris from her property until a determination was made by FEMA. Weigelt made a motion to waive interest charges on the disaster debris for a period of 3 months (October 11, 2024). Rich Cline seconded. 8 Ayes. Item #8) Transfer of funds: O’Neill motioned to place $681,882.31 into a 9-month CD at a rate of 5.1% at United Bank of Iowa. Weigelt seconded. 8 ayes. Item #9: Setting rates for 40-yard containers placed for recycling pick up. HCLC has 1 container being used by a private business. Hinkel recommended setting the new rate at $300/pickup. This offsets labor, and costs to manage material. Motion made by O’Neill to set rate at $300 and seconded by Anderson. 8 Ayes Item #10) Employee Conduct – board discussion. No action taken. Motion to adjourn at 11:27a.m. by Breyfogle seconded by O’Neill. 8ayes.
