CITY OF MONDAMIN SPECIAL CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, May 13, 2024 6:00 P.M. 1. Opening of Meeting a. Mayor Jamie Howrey called the meeting to order at 6:00 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: Mary Seago, John Glennie, and Jim Rains. Absent: Karen Breyfogle. Staff present: Alyx Hirst. Public present: None. c. Approval of Agenda Motion made to approve agenda by J. Rains, with a second by J. Glennie. Motion carried 4-0. 2. Public Comments None 3. New Business None 4. New Business a. Acceptance of city council resignation from Richard “Terry” Coyle J. Rains motioned to approve the resignation of Terry Coyle on May 6th, 2024. It was seconded by J. Glennie. Motion carried 3-0. b. Discussion/action on filling council seat by appointment or special election M. Seago motioned to fill vacant council seat by appointment. It was seconded by J. Rains. Motion carried 3-0. c. Approval of JEO Work Change Directive No. 1 for the 2020 Water Treatment Plant Upgrade J. Rains motioned to approve Work Change Directive No. 1 and it was seconded by J. Glennie. Motion carried 3-0. This Work Change Directive was given to the city by JEO Engineering. The purpose of this directive is to connect an additional 8 service lines that were unaccounted for in the original plans to the new water main being installed and to offset the cost by reducing 206 square yards of concrete pavement that would have been the access road to well #2. Instead of pavement, the access road will now be crushed rock. This also extends the completion date by 5 days to account for the additional work RP Constructors will need to add. M. Seago requested that Clerk Hirst reach out to bond counsel for input. d. Discussion/action on installing a safety sign on North Main Street Clerk Hirst discussed installing safety road signs on North Main Street for a child that is autistic. The mother has concerns about her child escaping the home and the traffic speeds on her road. The council stated that they would gladly install signs if that meant the child would be safer. M. Seago motioned to approve sign purchase and installation and it was approved by J. Glennie. Motion passed unanimously. e. Heritage Day Vendor Fair Discussion was held regarding the sale of alcohol from vendors at Heritage Day. J. Glennie motioned to prohibit the sale of alcohol during Heritage Day activities. The motion was seconded by M. Seago. Motion carried 3-0. 5. Old Business J. Glennie stated that both the freezer and the water softener were not working at the community center, and that there will be a repairman coming to service the freezer. Clerk Hirst stated that she would reach out and gather information regarding a new water softener. 6. Adjourn Having no further business to conduct, M. Seago made a motion to adjourn the meeting. Seconded by J. Glennie. Motion carried 3-0.
