SPECIAL CALLED CITY COUNCIL MEETING Joint meeting with Woodbine Municipal Light & Power Board and Council Planning Session, Wednesday, July 22nd, 2026 – 5:00 P.M. Council Chambers – Woodbine, IA The special council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: LENNING, POORE, BANTAM, SNEED & MANN via phone. Woodbine Municipal Light & Power board members present: Lisa Vandemark, Paul Ridder and Gary Coenen Motion Poore/Sneed to approve the agenda. Ayes: 5, Motion carried. Both, Woodbine City Council and Woodbine Municipal Light & Power (WMLP) Board discussed the following items: Increasing WMLP Board from 3 members to 5 members, approving a new cleaning contract with Kara Thomsen, 8th Street project, street scape project, LMI survey and the sidewalk program. No action taken. Consensus was reached to conduct joint meetings with Woodbine City Council and WMLP Board twice a year or as the need arises. WMLP Board adjourned at 6:15pm. Motion Poore/Bantam to approve cleaning contract with Kara Thomsen beginning August 1st, 2026. Ayes: 5, Motion carried Motion Bantam/Poore to approve Resolution #2026-12 setting the date for a public hearing for August 5th, 2026 at 6:30pm, on the proposal to enter into a General Obligation Ambulance Acquisition Loan Agreement and to borrow money thereunder in a principal amount not to exceed $475,000. Ayes: 5, Motion carried Motion Bantam/Mann to approve changing the date for trick or treating from Oct. 31st to Oct. 30th, 2026. Ayes: 2, Nays: Sneed, Lenning, Poore, Motion failed.
