REGULAR CALLED CITY COUNCIL MEETING Wednesday, September 9th, 2026 – 5:00 P.M. Woodbine Fire Dept. – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: BANTAM, LENNING, MANN, POORE & SNEED. Mayor Cogdill led the pledge of allegiance. Motion Mann/Sneed to approve the agenda. Ayes: 5, Motion carried. Motion Bantam/Poore to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 8/5/2026, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – August 2026, d) approve Budget Report - August 2026, e) approve liquor license for Corn Palace. Ayes: 5, Motion carried. Mayor Report: Mayor Cogdill thanked everyone for their willingness to switch things up and have the council meeting at the Fire Dept. He pointed out that the building needs improvements and Josh Long would give tours of the building after the meeting. He also posed the possibility of the City purchasing a tree spade for the skid loader to facilitate moving several free trees Todd Heistand planted in the Harvest Hills area. Citizen Input – None Mayor Cogdill read and signed the Proclamation for Constitution Week presented by Mary Foutch. Woodbine Main Street presented an update to Council. Emily Fitzgibbon distributed the most recent newsletter she created highlighting local events. She also thanked RC Androy for all of his help rehabbing the band shell at the park so it could be painted. She is planning a mural for the west side of the band shell and will present that to council for approval when finalized. Emily commented that Apple Fest is coming up and help is needed for the car show. Deb Sprecker reported on the grants Main Street has applied for and the matching funds that are needed for those. Consensus was reached to table contracting for a building inspector/code enforcement officer until the next meeting October 14th, 2026 so council can evaluate an actual contract with ARGOS Municipal Services. No action taken. Motion Lenning/Bantam to approve the Resolution 2026-17 approving Applefest Parking. Ayes: 5, Motion carried Consensus was reached to table Resolution making parking on the east side of Normal Street no parking across from the nursing home until the affected home owners and AZRIA were contacted. No action taken. Motion Bantam/Poore to approve Resolution 2026-18 setting date for Public Hearing for October 14th, 2026 on Designation of the Expanded 410 Walker Urban Renewal Area and on Urban Renewal Plan Amendment. Ayes: 5, Motion carried Motion Lenning/Mann to approve Resolution 2026-19 authorizing and approving a Loan Agreement, providing for the issuance of a General Obligation Ambulance Acquisition Note. Series 2026 and providing for the levy of taxes to pay the same. Ayes: 5, Motion carried Motion Poore/Sneed to approve Resolution 2026-20 setting a public hearing for October 14th, 2026 for Budget Amendment #1 FY26-27. Ayes: 5, Motion carried Motion Poore/Sneed to approve asking the CREW Center to pay the property taxes on the Fieldhouse. Ayes: 5, Motion carried. City Administrator Koch informed council that Tommy Gate will be expanding soon but encountered a problem when it was discovered the annexation of land north of Tommy Gate was not completed in 2021 so we have to start the process over. She also reported the city needs to fill 2 vacancies on the Board of Adjustments and 1 vacancy on the Planning & Zoning board. Police Chief Jensen reported that Homecoming is next Friday and Apple Fest in the next weekend. Motion Lenning/Bantam to adjourn at 6:32pm. Ayes 5, Motion carried. HCTR 9-16-26
