REGULAR CALLED CITY COUNCIL MEETING Wednesday, July 8th, 2026 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: LENNING, POORE, BANTAM, SNEED & MANN via phone. Mayor Cogdill led the pledge of allegiance. Motion Poore/Sneed to approve the agenda. Ayes: 5, Motion carried. Motion Mann/Lenning to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 6/10/2026 & 6/19/2026, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – June 2026, d) approve Budget Report - June 2026, e) approve Liquor License for Corn Palace for Rodeo. Ayes: 5, Motion carried. Mayor Report: Mayor Cogdill said he attended the baseball game and fireworks on June 30th, it was a great event and hopes it grows every year. Citizen Input – None Consensus was reached to table the discussion for a code enforcement inspector until after the July 22nd scheduled meeting with Woodbine Municipal Light & Power. Motion Bantam/Sneed to approve renewal of 28E Agreement for School Resource Officer. Ayes: 5, Motion carried Motion Bantam/Lenning to approve renewal of 28E Agreement with the school for ballfields. Ayes: 4, Nays: Poore, Motion carried Motion Sneed/Mann to approve 28E Agreement with the school for Jiu Jitsu. Ayes: 5, Motion carried Motion Poore/Bantam to approve Mosquito Control Contract, requesting the last treatment to be at the end of September, before Applefest. Ayes: 5, Motion carried Motion Poore/Bantam to waive 2nd & 3rd readings of ordinance amendment #2026-7-1 adding $25.00 fee to post door tags prior to service disconnection. Ayes: 4, Nays: Sneed Motion carried. Motion Mann/Bantam to adopt ordinance amendment #2026-7-1 adding $25.00 fee to post door tags prior to service disconnection. Ayes: 4, Nays: Sneed Motion carried. Motion Poore/Sneed to approve the sale of Street Dept. 2011 flatbed vehicle for $15,000 to Logan Fire Dept. Ayes: 5, Motion carried. Motion Sneed/Lenning to draft a letter to the residents of Woodbine regarding the implementation of a Sidewalk Program and present that letter to Council at the July 22nd meeting. Ayes: 5, Motion carried Consensus was reached to schedule the next Council Planning Session after the July 22nd, 2026 meeting with Woodbine Municipal Light & Power at 5:00pm. No action taken. Motion Sneed/Poore to change the dates for the August 12th, 2026 and November 11th, 2026 City Council Meetings to August 5th and November 12th. Ayes: 5, Motion carried. City Administrator Koch informed council she will return from vacation Tuesday, July 14th. At June training Koch learned the city is now required to post, on the City’s web site & social media, board agendas for those boards appointed by the City Council; these include the boards of the Library, Planning & Zoning, Board of Adjustments and Municipal Light & Power. Also, she is trying very hard to get back to working on codification. Public Works Director Androy reported a gas line had been broken twice by a contractor building a new house. Androy received permission, from council, to bill the contractor for the repairs and time involved in repairing the gas line. Androy also reported the city will be receiving a check from Purple Wave for the items sold on their auction site in the amount of $16,067.50. Police Chief Jensen reported having several calls over the July 4th weekend but was pleased there were no serious injuries. Also, the Rodeo and Rodeo Parade are July 10th – 12th. Library Director Doyle presented a report for the FY 25-26 library activities and there are presently 75 children registered for summer library activities. They are starting a series for Veterans and a series on potential scams and financial topics. Also, in September the 6 libraries within Harrison County will participate in a “Crawl” where participants will receive a passport and will have it stamped by each library when you visit that library.
