REGULAR CALLED CITY COUNCIL MEETING Wednesday, August 5th, 2026 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: BANTAM, LENNING, MANN, POORE & SNEED. Mayor Cogdill led the pledge of allegiance. Motion Mann/Lenning to approve the agenda. Ayes: 5, Motion carried. Motion Mann/Bantam to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 7/8/2026 & 7/22/2026, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – July 2026, d) approve Budget Report - July 2026. Ayes: 5, Motion carried. Mayor Report: None Citizen Input – None Public Hearing on proposal to enter into a General Obligation Ambulance Acquisition Loan Agreement in a principal sum not to exceed $475,000 opened at 6:34pm. It was explained that this purchase will be funded through the ambulance billing proceeds. No oral or written objections were presented. Public hearing closed at 6:42pm. Motion Bantam/Lenning to approve the Fire/Rescue Dept to manage the sale of the 2008 ChevY rescue unit for the highest and best price, and to set those proceeds aside in an IPAIT account for future Fire/Rescue Dept. building maintenance and/or expansion. Ayes: 5, Motion carried Consensus was reached to wait for a proposal from John Harrison/Argos Municipal Services in order to proceed with contracting for a building inspector/code enforcement officer. John agreed to bring that proposal to the next regular city council meeting on Sept 9th, 2026 at 6:30pm. No action taken. Motion Poore/Sneed to approve RFP for engineering firm for 8th Street Project. Ayes: 5, Motion carried Motion Lenning/Poore to approve Resolution 2026-13 taking additional action on proposal to enter into a General Obligation Ambulance Acquisition Loan Agreement. Ayes: 5, Motion carried Motion Poore/Sneed to approve Resolution 2026-14 combining two fee schedules & adding Police Dept. fees. Ayes: 5, Motion carried Motion Bantam/Mann to approve Resolution 2026-15 approving transfers to Capital Improvements. Ayes: 5, Motion carried. Motion Poore/Bantam to approve Resolution 2026-16 for annual designation of location for posting public meeting agendas. Ayes: 5, Motion carried. City Administrator Koch informed council the State Auditors were here Monday, Tuesday and Wednesday of this week and will hopefully finish their portion of the audit by Monday August 17th. It will then go to their supervisor for review. The annual EMC audit also took place Tuesday, Aug. 4th. It went fine. We still need 85 LMI surveys to complete the LMI survey. We are preparing sidewalk letters to send to property owners. Woodland Apts. owners provided proof to the County Assessor they continue to qualify for tax exempt status. SF 2430 now requires all City buildings to fly both the US flag and the Iowa flag and to be able to lower to half staff when instructed by the Governor. Some improvements will need to be made to different flag poles. A court date of October 25th, 2026 has been set in regard to properties at 111 Normal St and 109 Fischer Dr. A modular house was placed on the hay field in Harvest Hills. The moving company was contacted and will make restitution to Pryor. A form will now need to be signed by the new owners of lots in Harvest Hills that nothing will be placed outside of the owners lot lines or they will be fined and/or make restitution for damages. Mainstreet Iowa will be in Woodbine Tuesday, August 18th at 11:30am and they would like to visit with a couple of council members and employees. Woodbine Mainstreet will start coming to council meetings quarterly to give updates and stay informed. Public Works resided the band shell in the park and the shed at White Floral Gardens. The North Woodbine sign will be removed. Chris Lenning reported that Mainstreet will put up a couple of small billboards containing future streetscape pictures and information to keep the public informed.
