City of Modale City Council Meeting Minutes The regular meeting of the Modale City Council was held on August 10, 2026. Mayor Adams called the meeting to order at 7:00 p.m. Council members present were Kathy Dugdale, Mark Long, Rick Sell, Tammy Cooperrider and Chris Skinner. Visitors present were Diane Pratt, Mike & Bre Stanfill, Becky Rohe, Jay Gerke, Sue Kirlin and Lynette Sell. Staff present was Shauna Gerke. Long made a motion to approve the consent agenda, Skinner seconded. Motion carried 5-0. PUB WORKS: The Bocce Ball court in the park is reserved August 30th at 2 p.m. The trees will be planted in the park soon; Marty has suggested locations marked. There was a report from the county that our water system was hacked. According to Mr. Skinner, that is untrue due to our current setup. There were three (3) building permits presented. Dugdale made a motion to approve the Hughes permit, Sell seconded. Motion carried 5-0. Skinner made a motion to approve the Thompson permit, Cooperrider seconded. Motion carried 5-0. Sell made a motion to approve the Gerke permit, Skinner seconded. Motion carried 5-0. LIBRARY: Pratt shared upcoming events and addressed concerns about purchasing library materials from Amazon. FIRE: Gerke read an email update from Chief Pavlik. After some discussion regarding the old siren and tower, Skinner made a motion to post for sealed bids on the old siren and tower. Sell seconded. Motion carried 5-0. Gerke to place an ad in the newspaper for two weeks. There was some discussion as to where to place the bell the city has decided to keep. That matter was tabled. CITIZENS: Sue Kirlin gave a thank you to Kathy Dugdale for her support to the legion regarding their recent reorganization meeting. She also encouraged folks to come support the Legion as it gets going and growing. She also has continuing concerns regarding 407 N Main Street and the condition of the property. OLD BUS: Gerke reported on the eviction proceedings. The notice will be posted on or before the 12th. Skinner made a motion to waive $19 of a $25 returned check fee, Dugdale seconded. Motion carried 3-2 with Long and Sell voting no. Mike Stanfill, the new Legion Post Commander, requested permission from the council for a liquor license. They hope it will be in place in time for their fundraising event around the end of September. Long made a motion for American Legion Post 695 to pursue getting a liquor license. Skinner seconded. Motion carried 5-0. Violations were discussed; Gerke to send letters out. NEW BUS: Two sealed flooring bids were opened. Long made a motion to accept the bid from Bald Eagle Builders, Sell seconded. Motion carried 5-0. The Legion is no longer going to be the city’s storm shelter. The Methodist Church will discuss the possibility of using their basement in the future. Dugdale made a motion to waive the container ordinance during Gerke’s construction permitted earlier in the meeting. Long seconded. Motion carried 5-0. Cooperrider made a motion to purchase 5 hours of support time from ClerkBooks, Long seconded. Motion carried 4-1 with Sell voting no. There are several trees around town that have limbs blocking the traffic’s line of sight. Since they are mostly on Main Street, Sell to inquire at the county this week to see if they need to enforce trimming or removal of said trees or if the city can pursue it. Sell made a motion to send a letter to those residents if the county doesn’t have priority. Cooperrider seconded, motion carried 5-0. Cooperrider mentioned the drywall under the stairs at the post office is disintegrating. Long made a motion to adjourn the meeting, Sell seconded. Motion carried 5-0. Mayor Adams adjourned the meeting at 911 p.m. Mayor Adams requested the council members return to discuss a violation sent to the city by the DNR for oil dumping in a yard. Gerke to send out a violation letter with the others discussed earlier.
