City of Modale City Council Meeting Minutes The regular meeting of the Modale City Council was held on July 13, 2026. Mayor Adams called the meeting to order at 7:00 p.m. Councilmembers present were Kathy Dugdale, Mark Long, Rick Sell and Tammy Cooperrider. Chris Skinner was absent. Visitors present were Johnny Cooperrider, Julie Cox, Kent Beebe, Curtis Sullivan, Lee Zion, Jason Pavlik, Diane Pratt and Sal Vittitoe. Staff present were Shauna Gerke and Marty Skinner. Dugdale made a motion to approve the consent agenda, Long seconded. Motion carried 4-0. PUB WORKS: Marty shared the DNR inspection report of the sewer system; we received a glowing report. We need an address for the Lagoon, and he has to buy a long pole for sampling. There were no objections. Sell made a motion to pay bills to AO Construction and McLaughlin Plumbing for repairs on Archer between Martin and Palmer. Cooperrrider seconded. Motion carried 4-0. Long made a motion to approve an expenditure to Doug Johnson Construction for repair to a storm drain on Main Street. Sell seconded. Motion carried 4-0. Dugdale noted Blair Garden Center is ready to plant 10 trees in the park the first week of August; Marty to coordinate with them on details. Sell made a motion to replace the muffler on the mower, Dugdale seconded. Motion carried 4-0. The old siren, bell and stand were discussed. It was suggested that the town save the bell but dispose of the siren and stand. No action was taken on this matter. LIBRARY: Pratt shared upcoming events, as well as their budget numbers for the fiscal year. She also noted the storywalk was done in the Park. FIRE: There were 7 calls last month and the garden tractor pull went well. The organizers are ready to come back should another event be held in the future. More volunteers for future events will be needed. Julie Cox, head of the Modale Fun Days Committee, echoed that sentiment. CITIZENS: no citizen inquiries OLD BUS: Long made a motion for Gerke to inquire about eviction proceedings, Dugdale seconded. Motion carried 4-0. Violations for tree branches and parking over sidewalks, junk, mowing & dogs at large were discussed; Gerke to send letters out. Sell brought up a sewer complaint from Decarlo Diner. No action was taken. NEW BUS: Employee raises were discussed. Dugdale made a motion to donate $100 to Harrison County Crimestoppers, Sell seconded. Motion carried 4-0. Sell read resolution 2026-06 outlining employee raises and made a motion to approve said resolution. Cooperrider seconded. Motion carried 4-0. Dugdale made a motion to adjourn the meeting, Long seconded. Motion carried 4-0.
