CITY OF MISSOURI VALLEY, IOWA CITY COUNCIL MEETING MINUTES August 4, 2026 Mayor Marshall called the meeting to order at 6:00 p.m. Council Members present were Keizer, Struble, Tuttle, Gilpin, and Meadows. The Pledge of Allegiance was recited. The agenda for August 4, 2026, was approved on a motion by Struble, seconded by Tuttle. Roll call vote: Tuttle, Keizer, Struble, Gilpin, and Meadows—ayes. Motion carried. A public hearing was held regarding the proposed rezoning of properties along the Erie Street Corridor and the corresponding amendment to the Official Zoning Map. Staff reported no written comments had been received. Members of the public spoke both in support of and in opposition to the proposed rezoning, expressing questions and concerns regarding future land use, commercial development, property taxes, buffering between residential and commercial uses, and the City's long-term planning associated with the Highway 30 Bypass. City staff and Council provided clarification regarding the purpose and effect of the proposed rezoning. The public hearing was closed at 6:37 p.m. During public comment, citizens addressed the Council regarding the fire station project, the municipal swimming pool, utility billing, and the sale of City property. No action was taken. The consent agenda, consisting of the July 21, 2026, City Council Meeting Minutes and the claims list for July 18 through July 31, 2026, was approved on a motion by Struble, seconded by Tuttle. Council members requested clarification regarding several claims prior to the vote. Roll call vote: Tuttle, Keizer, Struble, Gilpin, and Meadows—ayes. Motion carried. The Council received monthly reports and updates from the Missouri Valley Chamber of Commerce, the Missouri Valley Public Library, the Building Official, and Public Works. No action was taken. The Council approved the annual compressor service quote from MES, including a purification filter, oil change, and air samples, in the amount of $1,265.05. Motion by Struble, seconded by Tuttle. Roll call vote: Tuttle, Keizer, Gilpin, Struble, and Meadows—ayes. Motion carried. The Council approved the quote from MES for annual SCBA flow testing in the amount of $1,237.20. Motion by Tuttle, seconded by Meadows. Roll call vote: Tuttle, Keizer, Gilpin, Struble, and Meadows—ayes. Motion carried. During Council comments, members discussed utility billing issues, the RAND Center, claims and revenue reports, public safety, the fire department, and the availability of Council meeting packets. The Mayor asked residents for patience regarding ongoing utility billing issues. The City Administrator had no report.
