WEST HARRISON COMMUNITY SCHOOL DISTRICT BOARD OF EDUCATION MONTHLY MEETING – 6:30 PM April 8, 2026 LIBRARY – MONDAMIN, IA The West Harrison Community School District Board of Education met in regular session with the following present: Randy Wohlers, Julie Kuhlman, John Glennie and Tammy Flint. Directors. Marty Fonley, Superintendent, Jackie Fonley, Principal, Tonya Radil, Board Secretary/Treasurer Visitors. WHEA Representative Holly Nielsen Called to Order. The meeting was called to order in the Library at 6:30 p.m. by President Wohlers. Roll Call. Public Hearing on the FY 26-27 School Budget. The public hearing was opened by President Wohlers at 6:31 PM. There were no questions or comments from the public. The public hearing was closed at 6:32 PM. Consent Agenda. A motion was made by Director Kuhlman and seconded by Director Glennie to consent to the agenda, the monthly bills, and the board minutes from March 11 and 26, 2026. No Discussion. A motion was made by Director Flint and seconded by Director Glennie to approve the FY 26 graduates, provided all graduating requirements have been met. Discussion. A motion was made by Director Kuhlman and seconded by Director Glennie to approve the agreement with Iowa Western Community College. Discussion. A motion was made by Director Flint and seconded by Director Kuhlman to approve the FY 26-27 Master Contract Agreement and Wage Adjustments for salaried and hourly staff were set at a rate of a 2.5% increase. A motion was made by Director Kuhlman and seconded by Director Glennie to approve the West Central Community Action Contract. Under this contract, Head Start pays the district for serving up to eight children eligible for Head Start services. Discussion. Directors: Wohlers aye, Kuhlman aye, Glennie aye, and Flint aye. 4-0 motion carried. Consideration of the Carpet Replacement Quote. A motion was made by Director Glennie and seconded by Director Flint to approve the quote for $33,427.94. This quote covers replacing carpet in five elementary classrooms and the high school library. Consideration of the Sharing Agreements A motion was made by Director Glennie and seconded by Director Kuhlman to approve the Superintendent with West Monona and Whiting, AG teacher with West Monona, and 9-12 Music with Missouri Valley. A motion was made by Director Glennie and seconded by Director Flint to approve the MOU with Samantha Stone LLC. Discussion. This agreement allows the use of staff for our students to receive mental health services during the school day, making it easier for parents to schedule appointments.
