REGULAR CALLED CITY COUNCIL MEETING Wednesday, October 9th, 2024 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill and Mayor Pro-tem Vandemark were absent, so City Administrator, Lisa Koch called the meeting to order with the following members present: LENNING, GAU, MANN, BANTAM, Vandemark was absent. City Administrator Koch led the pledge of allegiance. Motion Bantam/Gau to approve the agenda. Ayes: 4, Motion carried. Motion Lenning/Mann to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 9/11/2024 & 9/20/2024, b) approve the bills/receipts as presented, c) approve Cash & Investment reports -Sept. 2024, d) approve Budget Report - Sept. 2024, e) approve Pay Application #3 – Hawthorne & 1st Street project for $13,599.25. Ayes: 4 Motion carried. Opened Public Hearing at 6:33pm for the proposed Development Agreement with Jason Barry. Closed Public Hearing at 6:33pm. No oral or written comments were received. Motion Gau/Bantam to approve granting an additional façade grant for $5,000, decreasing the total possible façade grant for FY 25-26 to $20.000. Ayes: 4, Motion carried. Motion Gau/Mann to approve Resolution #2024-45 approving Development Agreement with Jason Barry authorizing annual appropriation tax increment payments. Ayes: 4, Motion carried. Motion Mann/Lenning to approve Resolution #2024-46 approving Development Agreement with 504 Walker LLC authorizing annual appropriation tax increment payments. Ayes: 4, Motion carried. Motion Gau/Bantam to adopt TIF Guidelines as presented. Ayes: 4 Motion carried. Motion Gau/Bantam to approve Garbage Contract with Double B Trash Service LLC without adding an administration fee to the contract. Ayes: 4 Motion carried. Motion Lenning/Bantam to approve Garbage Contract with CHN Garbage Service without adding an administration fee to the contract. Ayes: 4 Motion carried. Motion Gau/Lenning to approve Annual Urban Renewal Report for FY 23-24. Ayes: 4 Motion carried. Motion Gau/Mann to approve Annual Street Finance Report for FY 23-24. Ayes: 4 Motion carried. Motion Gau/Bantam to renew CD #4414 with Farmer’s Trust & Savings Bank for 6 months @ 4.5%. Ayes: 4 Motion carried. Motion Mann/Bantam to renew CD #4415 with Framer’s Trust & Savings Bank for 12 months @ 4.27%. Ayes: 4 Motion carried. City Administrator Koch reported she has responded to all codification questions and will continue with the process. She also reported no final decision on the stability of FoodLand, from the structural engineers, has been received. Koch then let the council know she and Toni Waite would be attending the IMFOA conference in Des Moines next week, Oct. 16, 17 & 18. Library Director, Wendy Doyle, presented last quarters activity. She noted an increase in the use of e-books, audio books. She also reported the exterior grading and window well installation at the library is in progress. Motion Gau/Mann to adjourn at 7:14pm.
