REGULAR CALLED CITY COUNCIL MEETING Monday, April 7th, 2025 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, MANN, & BANTAM. Cogdill led the pledge of allegiance. Motion Lenning/Bantam to approve the agenda. Ayes: 3, Motion carried. Motion Mann/Bantam to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 3/11/2025, 3/20/2025 & 3/20/2025 (Amending the 3/11/2025 minutes to correct the Public Hearing date for Budget Amendment #2 FY24-25 from April 8th to April 7th), b) approve the bills/receipts as presented, c) approve Cash & Investment reports -Mar. 2025, d) approve Budget Report - Mar. 2025, e) approve liquor license renewal for LaChoza. Ayes: 3, Motion carried. Public Hearing on Budget amendment #2 FY24-25 opened at 6:33pm. No oral or written comments were received. Closed Public Hearing at 6:34pm. Public Hearing on Budget FY25-26 opened at 6:34pm. No oral or written comments were received. Closed Public Hearing at 6:36pm. Mayor Report: Last week the city received an update on the Walker St Streetscape and are now moving toward engineering. Citizen Input – Rylene Nelson spoke on the condition of city streets especially the potholes in front of Azria Nursing Home. Debra Morton spoke on Snow Birds being charged garbage service while away for the winter. No action taken. Mayor Cogdill appointed Keith Mann as Mayor Pro-tem. Motion Bantam/Lenning to appoint Jeremy Poore and Terry Kerger to fill council vacancies. Ayes: 3, Motion carried. Mayor Cogdill administered the Oath of Office to Mayor Pro-tem Keith Mann and new Council members Jeremy Poore and Terry Kerger. Motion Mann/Bantam to approve Resolution #2025-8 approving Budget Amendment #2 for FY 24-25. Ayes: 5, Motion carried. Motion Poore/Mann to approve Resolution #2025-9 approving Budget for FY25-26. Ayes: 4, Kerger abstained. Motion carried. Motion Mann/Lenning to set Public Hearing for vacating and conveyance of the most eastern portion of 7th St and a portion of the Cattle Run for May 14th, 2025 at 6:30pm. Ayes: 5, Motion carried. Discussion and consensus was reached to table Resolution #2025-11 establishing building permit fees until the next meeting on May 14th. Discussion and consensus was reached to put bailing/mowing on the empty lots in Harvest Hills Phase II out to bid. Motion Poore/Mann to renew CD #4414 at Farmer’s Trust & Savings Bank for 6 months at 4.01%. Ayes: 5, Motion carried. Motion Bantam/Lenning to move the June 11th City Council Meeting to June 18th. Ayes: 5, Motion carried. City Administrator Koch informed council that Clint Fichter will take over processing of Nuisance Abatements and that she will be out for some Dr’s appointments this week. Toni will also be gone Wednesday-Friday so the office may be closed at times. Public Works Director-None. Police Chief-None. Motion Bantam/Mann to adjourn at 8:01pm. Ayes 5, Motion carried.
