Harrison County Supervisors Meeting March 5, 2026 Chairman Brian Rife called the meeting to order at 9:00am in the Harrison County Boardroom with member Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Wilkerson, second by Rife. Motion carried. Minutes from February 26th were approved with a motion by Wilkerson, second by Rife. Motion carried. Attendance: Auditor Megan Reffett, Paul Rhoten, Brad Doyle, Michele Stirtz Resolution to Adopt 2025 Comprehensive Plan A RESOLUTION APPROVING THE 2025 COMPREHENSIVE PLAN FOR HARRISON COUNTY WHEREAS, the Board of Supervisors and Planning & Zoning Commission recognized the need for a new comprehensive plan for the County; and WHEREAS, a steering committee was put together by Harrison County to aid in the completion of the comprehensive plan including the solicitation of public input for the plan, and WHEREAS, public hearing was conducted by the Planning & Zoning Commission to solicit public feed back; and WHEREAS, the Board of Supervisors has held a public hearing to provide the public a final chance to provide input into the comprehensive plan update. NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors for Harrison County, that the 2025 Harrison County Comprehensive Plan be accepted and approved. Discussion was held regarding the comprehensive plan and Wilkerson requested an amendment to include TCE before approving the resolution. Rife requested that the resolution be approved so the current plan could be enforced and then consider an amendment. Motion to approve as presented by Rife, second by Wilkerson. Rife Aye. Wilkerson Nay. Motion failed. Handwritten Warrant to US Bank Motion to approve the handwritten warrant to US Bank in the amount of $4,337.01 by Wilkerson, second by Rife. Motion carried. With business of the day completed, the Board adjourned on a motion by Wilkerson, second by Rife. Motion carried. ATTEST: Megan Reffett, Auditor Brian Rife, Chairman March 11, 2026 Brian Rife and Rebecca Wilkerson met as Drainage Trustees along with Michelle Kersten, Drainage Clerk, and Cate Brehmer, Iowa Homeland Security. Also present were others in various drainage positions from several Iowa counties. Cate Brehmer provided information on new ways to document drainage/levy districts each year to help with future natural disaster damages by providing proof of upkeep for FEMA reimbursement purposes. General drainage items were discussed; no action was taken.
