Harrison County Supervisors Meeting February 26, 2026 Chairman Brian Rife called the meeting to order at 9:00am in the Harrison County Boardroom with member Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Wilkerson, second by Rife. Motion carried. Minutes from February 17th were approved with a motion by Wilkerson, second by Rife. Motion carried. Minutes from February 19th were approved with a motion by Wilkerson, second by Rife. Motion carried. Minutes from February 23rd were approved with a motion by Wilkerson, second by Rife. Motion carried. Attendance: Auditor Megan Reffett, Paul Rhoten, David Sherer, Michelle Kersten, John Rasmussen, Garrett Klutts, Brad Doyle, Michele Stirtz, Jack Jones, Sarah Delanty C&R Levee Invoice Brian Rife and Rebecca Wilkerson met as Trustees for the C & R Levee. Michelle Kersten, Drainage Clerk, presented the Rife and Wilkerson with information and after discussion the following were approved: Pay invoice for C & R Levee to Don Brothers in the amounts of $908.50 for seeding the north end of the levee was unanimously approved on a motion by Wilkerson, seconded by Rife. Engineer Updates Discussion on ordinances regarding level B roads being brought up to level A and special assessments. Rasmussen requested that the County work on a policy to set standards so that things are handled the same way with each project and that residents know the process. He also gave updates on equipment that has been ordered and maintenance that is being done. Department Bank Reconciliations Jail Administrator Klutts presented the bank reconciliation for the jail account for the Boards review. Review 28E Agreement for SWI Juvenile Emergency Services The Board reviewed the 28E Agreement with SWI Juvenile Emergency Services. No changes were requested. FY27 Budget Wilkerson requested information on when insurance numbers will be presented. Auditor Reffett advised that Wellmark agreed to provide quotes by March 15th. Discussion was held regarding the Humane Society and Rife requested to wait until Smith is back was present to discuss it further. Discuss Information Regarding Elections Wilkerson requested information regarding what the Boards roll was in the election process. Rife advised that they canvass the election results, but all other duties fall on the Auditor’s office. Wilkerson also requested clarification on when the process for selecting election workers begins. Comments Brad Doyle – Comments on salaries. David Sherer – Updates on Public Health legislation. Michele Stirtz – Comments on the February 23rd meeting. Sarah Delanty – Comments on elections and elected officials With business of the day completed, the Board adjourned on a motion by Wilkerson, second by Rife. Motion carried.
