Harrison County Supervisors Meeting April 23, 2026 Chairman Brian Rife called the meeting to order at 9:00am in the Harrison County Boardroom with members Tony Smith and Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Smith, second by Wilkerson. Motion carried. Minutes from April 14th were approved with a motion by Smith, second by Wilkerson. Motion carried. Minutes from April 16th public hearing were approved on a motion by Smith, second by Wilkerson. Motion carried. Minutes from April 16th regular meeting were approved on a motion by Rife, second by Smith. Rife Aye. Smith Aye. Wilkerson Nay. Attendance: Auditor Megan Reffett, Paul Rhoten, Lary Clark, John Rasmussen, Michele Stirtz, Brad Doyle Drainage The Board met as trustees, all members present, for various drainage districts in Harrison County to discuss brush control. Also present was Michelle Kersten, Drainage Clerk. Nate Reffer, B & W Control Specialists, reviewed the 2026 brush control schedule and amounts and presented the following information: Ehlert- $1,500.00 Wallace Ditch- $5,500.00 Whiting Ditch - $5,500.00 The prices are quoted as not to exceed amounts. Motion to approve all brush control quotes was made by Smith, second by Wilkerson. Unanimous approval. Engineer Updates Update on bridge repairs and DOT updates on the Highway 30 bypass. Discussion on brush control plans for the summer and developing a plan for moving forward. Discussion on maintainers on roads and the ratio of rock to sand that is being put on the roads. Discussion on additional details for the Engineer sharing agreement that need to be discussed with Monona County. Title VI/Non-Discrimination Assurances Motion to authorize Chairman to sign the Title VI/Non-Discrimination Assurances by Smith, second by Wilkerson. Motion carried. Title VI/Non-Discrimination Agreement Motion to approve the Title VI/Non-Discrimination Agreement with the Iowa DOT by Wilkerson, second by Smith. Motion carried. Title VI and ADA Coordinator Appointment Motion to appoint John Rasmussen as Title VI Coordinator and Megan Reffett as ADA Coordinator by Wilkerson, second by Smith. Motion carried. Public Hearing for Interfund Loan to 911 Action to set public hearing for May 14th at 9:15 for an amount not to exceed $150,000 for an interfund loan from the General Fund to E911. Motion by Smith, second by Wilkerson. Motion carried. Twisted Tail Liquor License Motion to approve by Wilkerson, second by Smith. Motion carried. Devney Acres Liquor License Motion to approve by Smith, second by Wilkerson. Motion carried. End Date for Current IT Coordinator The Board discussed when to end the current IT Coordinator’s position with the hiring of the new IT Director. Concerns regarding bringing in the new director only part time without having a full-time person were heard. Wilkerson voiced concerns about having two employees and paying the current coordinator while the new director is also working. Motion to end the current IT Coordinator’s position on June 30, 2026 by Rife, second by Smith. Rife Aye. Smith Aye. Wilkerson Nay.
