Harrison County Board of Supervisors June 4, 2026 Chairman Brian Rife called the meeting to order at 9:00am in the Harrison County Boardroom with members Tony Smith and Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Wilkerson, second by Smith. Motion carried. Minutes from May 28th were approved on a motion by Smith, second by Wilkerson. Motion carried. Attendance: Deputy Auditor Taryn Wegner, Tina Fagan, Jack Jones, Roger Marshall, Nicholas Trovato, John Rasmussen, Emily Allmon, Michele Stirtz, Paul Rhoten Consider accepting petition to vacate Ivanhoe Lane Motion to approve the acceptance of the petition to vacate Ivanhoe Lane made by Wilkerson, second by Smith. Motion carried. Tax Abatement Nicholas Trovato presented past taxes that were not paid by the contract holder of his property. Rife stated that he thought it was a civil matter and that he should seek an attorney. Wilkerson suggested Trovato talk to the County Treasurer. The Board suggested he could also talk to the Veterans Affair/General Relief department. Assessor Department Updates Assessor Emily Allmon stated that the Deputy Assessor is resigning, so their office will be short staffed. She will start looking into a replacement staff member after the fiscal year. Smith had questions about the new changes in the Homestead credits/exemptions. Wilkerson had questions about the classes and training needed to be the Deputy Assessor and the related costs. Consider Approval of Credit Card Motion to approve credit card for Dana Riza by Smith, second by Wilkerson. Motion carried. Consider Approval of Resolution for Denial Special Use Permit RESOLUTION 2026-010 Denial of Special Use or Vendor Permits in Harrison County During The Register’s Annual Great Bicycle Ride Across Iowa LIII (RAGBRAI) WHERAS, The Register’s Annual Great Bicycle Ride Across Iowa LIII (RAGBRAI) will be July 18-25, 2026, and will start in Onawa, Iowa, Monona County; WHEREAS, RAGBRAI will travel through Harrison County on July 19, 2026, from Monona County line on State Highway 37 to Shelby County line; WHEREAS, The Harrison County Zoning Regulations, Article VII, dated April 23, 2004, Section 7.312 Special Exception Uses: Temporary establishments or enterprises involving large assemblages of people or automobiles including, but not limited to, carnivals, circuses, rodeo grounds, show rings, livestock auction barns and yards, music festivals, sports festivals and similar uses. This is a permitted use with a Special Use permit. WHEREAS, the Harrison County Board of Supervisors has determined that NO Special Use Permits or vendor permits will be issued in the Unincorporated Areas of Harrison County during RAGBRAI through Harrison County on July 19, 2026. WHEREAS, the Harrison County Board of Supervisors have given Law Enforcement Agencies the authority to close down and remove any vendors set up in the Unincorporated Areas of Harrison County during the RAGBRAI through Harrison County on July 19, 2026 NOW, THEREFORE BE IT RESOLVED that the Harrison County Zoning office will not issue any Special Use Permits to any vendors during RAGBRAI through Harrison County and Law Enforcement Agencies will close down and remove and vendors set up in the Unincorporated Areas of Harrison County during the RAGBRAI through Harrison County July 19, 2026.
