Harrison County Board of Supervisors July 30, 2026 Chairman Brian Rife called the meeting to order with members Tony Smith and Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Smith, second by Wilkerson. Motion carried. Minutes from July 23rd were approved on a motion by Smith, second by Wilkerson. Motion carried. Attendance: Auditor Megan Reffett, Paul J. Rhoten, Michele Stirtz, John Rasmussen, Lee Zion, Doug Pitt, Jed Vonnahme, Tammy Vannahme, Matt Pitt, Tina Fagan, Shelia Phillips, Todd Denton Drainage The Board met as Trustees for the C&R Levee and South Nobles Lake Drainage District. Michelle Kersten, Drainage Clerk, presented the Board with information and after discussion the following were approved: C&R Levee Approval of the Award Agreement No: 6 was unanimously approved on a motion by Smith, seconded by Wilkerson. Pay invoice to Bolton & Menk, Inc in the amount of $4,957.50 for professional services was unanimously approved on a motion by Wilkerson, seconded by Smith. A change order in the amount of $29,614.89 from Lieber Construction was unanimously approved on a motion by Smith, seconded by Wilkerson. Pay invoice to Lieber Construction in the amount of $221,778.89 for pay application #3 was unanimously approved on a motion by Smith, seconded by Wilkerson. South Nobles Lake Pay invoice to Fox Dirt in the amount of $5,150.00 for district maintenance was unanimously approved on a motion by Wilkerson, seconded by Smith. Pay invoice to Fox Dirt in the amount of $800.00 for rock hauling was unanimously approved on a motion by Smith, seconded by Wilkerson. Department Bank Reconciliation Harrison County Treasurer and K-9 presented bank reconciliations for the Board’s review DNR 28E Agreement for Private Well Permit Issuance Matt Pitt presented the Board with the 28E agreement from the DNR delegating well permitting to the County. Motion to approve as presented by Smith, second by Wilkerson. Motion carried. Engineer Updates Engineer Rasmussen presented the Board with department updates. The department received the equipment that is going to allow them to work on sealcoat roads. Gave an update on work schedule split between Harrison and Monona County. Continuation of Public Hearing for Vacation of Ivanhoe Lane Motion to open the public hearing by Smith, second by Wilkerson. Motion carried. Engineer Rasmussen asked the board if they had questions regarding the requested vacation. Members of the Board visited the road to see the location and condition of the road. Doug Pitt gave comments regarding the sale of the property at the end of the current proposed road. Mike Stoltz gave comments regarding the ability to access the property with farm equipment from 205th Trail. Discussion was held regarding when the road was originally changed from a level A to a level C. Motion to close the public hearing by Smith, second by Wilkerson. Motion carried. Resolution to Vacate Ivanhoe Lane RESOLUTION 10-0726-SR RESOLUTION TO VACATE IVANHOE LANE WHEREAS, this being the date and time set for the resolution on the proposed vacation and closure of a portion of Harrison County Secondary Road, described as follows: On Ivanhoe Lane, commencing at a point on the northerly right of way of State Highway #127, approximately 250 feet North of the center of said highway on the west line of the SE1/4 NE1/4 Section 35-T80N-R44W and running thence northerly along the centerline of Ivanhoe Lane and terminating at a point near the NW corner of the NE1/4 NE ¼ Section 35-T80N-R44W WHEREAS, public notice was published and notices were mailed to adjacent landowners for a public hearing held on July 16, 2026 at 9:00 A.M. and, WHEREAS, public comment was received and considered by the Board of Supervisors in support and in opposition of the proposed road vacation. NOW THEREFORE BE IT RESOLVED by the Harrison County Board of Supervisors that the aforementioned section of road be vacated. Motion to approve by Smith, second by Rife. Smith Aye. Wilkerson Nay. Closed session pursuant to Iowa Code 21.5(1)(c) Motion to enter into closed session pursuant to Iowa Code 21.5(1)(c) To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation by Smith, second by Wilkerson. Recommendation from Closed Session Motion to pay claim for tree damages in the amount of $8,000 to Craig Rau by Wilkerson, second by Smith. Motion carried. Comments Members gave comments regarding outside meetings they attended this week. With business of the day completed, the Board adjourned on a motion by Smith, second by Wilkerson. Motion carried.
