February 24, 2026 C & R Drainage District Meeting Harrison County Trustees Present: Brian Rife, Rebecca Wilkerson Pottawattamie County Trustees Present: Brian Shea, Tim Wichman, Keith Jones Also Present: Michelle Kresten, Harrison County Drainage Clerk Brad Swope, Pottawattamie County Drainage Clerk Jon Rosengren, Water Resources Practice Leader/Associate with Bolton & Menk Public Attended: Bill Fox, Austin Fox, Corey McIntosh, John Erickson, Don Brothers, Larry King, Roger Smith Via Phone: Lyle McIntosh Motion by Rife, Seconded by Jones, to open C & R Drainage District Meeting UNANIMOUS VOTE: Motion Carried Motion by Jones, Seconded Wichman, to approve minutes from C & R Drainage District meeting held on February 10, 2026, at 8:45AM UNANIMOUS VOTE: Motion Carried Motion by Rife, Seconded by Wichman, for payment to Olson Contracting, Inc for Otto Property Damage Repair. Pay Olson Contraction, Inc $21,252.50 (2024 Crop Damage) Discussion from Don Brothers about filling in a low spot on the North side of the pond, $14,265.00 held back from contractor, payment from C & R Drainage District UNANIMOUS VOTE: Motion Carried Motion by Jones, Seconded by Wichman, to appoint Commissioner for classification report, Commissioners appointed were Larry King & John Erickson UNANIMOUS VOTE: Motion Carried Discussion to have Jon Rosengren, Bolton & Menk put together an Operation & Maintenance Manual with input from each County & EMA, Jon will have this ready in about 2 weeks to show the Board for their input. Manual will map out maintenance, tree removal, cost per hour for mowing, mowing times per year, EMA Action Plan, FEMA checklist UNANIMOUS VOTE: Motion Carried Discussion on C & R levee assessment for 2026, this item has been tabled to a later meeting, to see what project cost to maintain the levee. Discussion about C & R stamped warrants Board wanted to see the activity on this Drainage District Discussion on where funding comes from for C & R Drainage District As of now the district still has money from FEMA Still have $1,246,632.85 in up-paid FEMA construction money Public Comments- Desoto Ave and the way the road crosses with the levee, bulk of the water being held back by the road. Public talked about beefing up levee, costs for this project will be talked about at a later meeting.
