City of Pisgah City Hall – Council Meeting Minutes Wednesday – February 26, 2025 – 6:00 P.M. Call to Order: Mayor Mitsch 6:00 p.m. Pledge of Allegiance: 6:01 p.m. Roll Call: S Baumfalk, M Dreessen (Absent), N Madsen & K Wilson, A Beers, B Mitsch, City Employees; T Noah & H Nejedly (Absent) Approval of Agenda: 1st N Madsen 2nd S Baumfalk Ayes– 4-0 Approval of Minutes and Bills: 1st K Wilson 2nd N Madsen Ayes – 4-0 Approval of Financial Report: 1st A Beers 2nd S Baumfalk Ayes – 4-0 Visitors: City Attorney C Fitcher, Cindy Chlupacek, Adam Stevens Mayor and/or Commission Reports: N Madsen – Parks & Sewer, M Dreesen – Water, R Woodward Landfill Commission, S Baumfalk – EMA Public In-Put: C Chlupacek addressed council about a tree on city property that shades her property, due to complaints about walnuts and leaves falling in their yard the council had plans to remove the tree. Chlupacek is willing to forgo any future complaints and sign a legal agreement taking sole responsibility for the tree and any future damage caused by the tree if the council would not remove the tree. C Fitcher will draw up a contract for approval at next month’s meeting. Old Business: * Property Clean-up, Updates, Discussion of plans: A discussion was had with A Stevens about his property he asked council for time and about guidelines of what repairs needed to be done to bring the home into code. He was advised that junk cars and all trash and debris be removed, and home fixed up to make it livable as well as paying all back utility bills. This will be an ongoing situation. The council also discussed plans for either fixing or selling of 312 1st property. Topics will be tabled till the next meeting. New Business: * Pet Licensing/Animal Ordinance: The council discussed and do not want to pressure licenses at this point but open to updating the ordinance, tabled for next meeting. * Snow Removal Ordinance: Council discussed the issues with people moving snow from their property and pushing it into the street and leaving it, as well and moving it to neighboring properties. This has created complaints as well as run off issues as snow melts. We will review the state code and current city code for next meeting. * C Fichter – Discussion on Tax Levy: C Fichter and T Noah are working on the budget and tax levy. The council set a public hearing date for 3/26/2025 and regular meeting will be 3/19/2025 * Building Permit: The council reviewed a building permit for a fence in the back yard of 109 Polk St, fence will be built to code and respect property line setbacks. 1st N Madsen 2nd S Baumfalk Ayes-4-0 * UTV: T Noah presented a used UTV that could possibly be purchased with the proceeds of the damage to the truck. As with the new ones we priced were much higher. This used unit is a Kawaski 750 4x4 with 77.2 hours and 639 miles and in very good condition for $7500 the council voted to pursue this option and update them. 1st K Wilson 2nd S Baumfalk Ayes- 4-0 Clerk Report: H Nejedly was absent, T Noah has been covering her duties Maintenance, Water and Sewer Report: T Noah – Working on a Road Repair project for spring or summer, getting quotes for seal coat on several streets and grinding several others. Will need to order rock and look for mowing help for spring and summer. Fire Department: T Noah – Reported the Fire Dept. is doing well. The Dept is having a Pasta Dinner on March 8th as a fundraiser at the Methodist Church in Pisgah.
