CITY OF MONDAMIN REGULAR CITY COUNCIL MEETING MINUTES Mondamin City Hall Monday, March 2, 2026 7:00 P.M. 1. Opening of Meeting a. Mayor Richard Proskocil called the meeting to order at 7:02 p.m., leading those present in the Pledge of Allegiance. b. Roll Call Council members present: John Glennie, Karen Breyfogle, and Mary Seago. Lacie Rife arrived at 7:08 p.m. Absent: Jim Rains. Staff present: Alyx Hirst and Mike Kelley. Public present: None. c. Approval of Agenda Motion to approve the agenda by K. Breyfogle, with a second by J. Glennie. Motion carried 3-0. d. Approval of Minutes Motion to approve February 2, 2026 meeting minutes by J. Glennie and seconded by K. Breyfogle. Motion carried 3-0. Motion to approve February 18, 2026 meeting minutes by K. Breyfogle and seconded by J. Glennie. Motion carried 3-0. e. Approval of All Claims as Presented J. Glennie made a motion to approve all claims as presented, and M. Seago seconded. Motion carried 3-0. 2. Public Comments Clerk Hirst mentioned that she has received numerous complaints about feral cats. Residents claim that cats are taking over their properties and do not want them. Clerk Hirst reported that she had spoken with Harrison County Humane Society President Christina Dickinson, who said they are waiting until the new vet clinic in Woodbine opens in April to resume trapping. 3. Community Center/Facility Report The community center manager submitted her report to the council. Clerk Hirst said she ordered several items for them from the King Grant they received last winter. 4. Library Report Marla was not available to submit her report but stated she would catch up next month. 5. Fire Department Report No report was submitted. The council commented on the passing of an amazing volunteer and friend to the community, Norman Wallis. Norm will be deeply missed by our community. 6. Property Maintenance Report/City Attorney Report John Harrison was available by phone to report on the SWIPCO Grant that may be used for demolition of the house at 409 Pine Street. John reported on the guidelines for lead and asbestos testing and provided information on the teardown process. 7. Unfinished Business None. 8. New Business a. Building Permit: Corner of Maple and S. Country Drive (no address on file) K. Breyfogle motioned to approve the building permit for additional storage units, and L. Rife seconded it. Motion carried 4-0. b. Mondamin Community Center Involvement in Heritage Day Planning and Activities The Mondamin Community Center Board has been the hub of Mondamin’s annual festivities planning for several years. The new group, Mondamin Community Partners, has stated that they would like to collaborate with them on planning and will meet with the Mondamin Community Center Board at its next meeting. c. Wastewater Testing, PeopleService Costs and Responsibilities, and Public Works Certification Clerk Hirst mentioned that the agenda item seems lengthy, but everything is interconnected. Due to the rising costs of wastewater and water testing, Clerk Hirst asked if we could find other companies that might do it for less. The main factor we must consider now is that People Service is currently contracted to send the samples, which is cheaper than paying our public works supervisor to drive them to the lab. These are additional factors to consider when Mike becomes our full-time affidavit operator after he is certified in water and wastewater. Mike said he is still studying and waiting for the date of the water certification exam. The council asked Mike to contact other towns that do not use People Service as their water and wastewater affidavit operator to see how they handle sample submission. d. Community Newsletter: Paper and Ink Costs The monthly newsletter is printed at City Hall after Clerk Hirst receives it from our writer, Donella Pauli. There has been some chatter about the newsletter's printing costs, and Donella wants council approval before any more are printed. Clerk Hirst told the council that she calculated the costs, and it costs between $0.08 and $0.10 per page (front and back) to print the newsletter, which means the city spends between $21.00 and $25.00 each month. A motion from K. Breyfogle and a second from L. Rife to continue paying for the monthly Mondamin Newsletter. Motion carried 4-0. e. Public Works Sub Currently, Mike doesn't have a substitute, so he must work seven days a week to handle the water rounds. The council approved hiring contract laborer Brad Hopkins as a substitute when Mike is away. Brad has his water certification from Nebraska and currently works for MUD (Metropolitan Utilities District). Council wishes to thank Brad for his interest in helping us out. Council approves $25 per hour pay, with a minimum of 2 hours pay each time he is needed. f. Street Repairs Discussion regarding which street repairs will take priority, as funds are limited. Mike will put together a bid pack and contact companies interested in the projects. g. Electrician Bids for the Library’s Outdoor Power Outlets 2 companies sent in bids for the new outside power outlets that need to be installed at the library. J. Glennie moved to accept the lowest bid, from AM Electric, in the amount of $492.37. The motion was seconded by L. Rife. Motion carried 4-0. h. Window Replacement bids for the senior housing windows on the South side. Council reviewed the two bids. It was discovered that contractors bid on 2 different window brands. Council wanted Clerk Hirst to reach out and ask them both to bid on the same brand and report again at next month's meeting. 9. Mayor’s Report None. 10. Clerk’s Report Clerk Hirst stated that the Alyrt Messaging System set up was completed and that she would use it for the first time this month. Alyx stated that you can text MONDAMIN to 888-421-4458 to opt in on the messaging service. This service will be used for mass notifications about boil orders, water main breaks, utility notifications, and other disaster-related events, to name a few. You can also opt out at any time by texting STOP. Alyx reported on several items, including conversations with USDA regarding the final grant payment, R & S Waste client list, communications with the IRS regarding 2017 payroll taxes, and the FY25 Audit from Williams & Company. Clerk Hirst also discussed the budget, discussing the levy amounts needed for insurance and for payroll taxes. 11. Public Works Report Mike reported that the new pressure transducer was installed and is working great. He also said that the fire hydrant at the fire hall was repaired and in working order. Lastly, Mike mentioned that he cleaned out the electrical building at the lift station. 12. Commissioner Reports None. 13. Other Business a. Budget Discussion Clerk Hirst discussed this in her report, noting that she forgot she had it as a separate agenda item. 14. Adjourn Having no further business to conduct, K. Breyfogle made a motion to adjourn the meeting. Seconded by M. Seago. Motion carried 5-0.
