City of Modale City Council Meeting Minutes The regular meeting of the Modale City Council was held on April 13, 2026. Mayor Adams called the meeting to order at 7:00 p.m. Council members present were Kathy Dugdale, Mark Long, Rick Sell, Chris Skinner and Tammy Cooperrider. Visitors present were Jason Pavlik, Susan Kirlin, Linda Anderson, Deana McKay, Julie Cox, BreAnne and Mike Stanfill, three (3) students and Johnny Cooperrider. Staff present were Shauna Gerke and Marty Skinner. Dugdale made a motion to approve the consent agenda, Skinner seconded. Motion carried 5-0. PUB WORKS: Marty received a bid for $21,420.00 to finish installing the auto read meters. Skinner made a motion to approve the purchase of the remaining meters, Sell seconded. Motion carried 5-0. Marty asked for a load of rock and a load of cold patch asphalt. Skinner made a motion to approve purchase, Long seconded. Motion carried 5-0. Long reported that a streetlight out on West Anderson would be nice. Marty is to change the flag in the park. The mayor addressed everyone and said to feel free to replace a flag if you see one that needs to be replaced. There is no need to ask Council for permission. There were no building permits. LIBRARY: Gerke read a report from Diane Pratt about upcoming events. Watch Facebook for updates. FIRE: Pavlik noted there have been 11 fire calls in the last few weeks. Turnout for the St. Patrick’s dinner was disappointing, but the Easter Egg Hunt turnout was great. He gave a status report about the siren install. There was concern expressed regarding mosquito control for the July 11th Fun Days celebration. Gerke to contact Mosquito Control of Iowa. CITIZENS: Susan Kirlin reported she didn’t receive a copy of the cancelled check from Rick that she previously requested regarding the December Legion bills. Sell said Lynette has them. She also asked the Council if the next time a person represents the Council, it would be discussed at the Council meeting. Sell said he didn’t represent the council when writing his letter to the editor. She also asked that the Council let their members know what they are doing after this. OLD BUS: Delinquent apartment rent was discussed. Skinner made a motion to allow a $250 weekly payment until caught up, otherwise eviction proceedings will begin. Cooperrider seconded. Motion carried 5-0. Gerke reported there were some credit accounts that were charged a late fee, as well as some accounts whose payments were entered the same day billing was generated. Cooperrider made a motion to credit those late fees, Skinner seconded. Motion carried 5-0. Delinquent accounts were discussed, no collection letters needed this month. There were no other permits or ordinance violations. NEW BUS: The ATV/golf cart ordinance was discussed. Dugdale to put the ordinance on Facebook. Committee meeting reports were given. Fun Days will now be on July 11th; volunteers are needed. The ordinance amendment procedure was tabled and announcements were shared. Items to add to next month’s agenda are FY26 budget amendment, permission to use the ball field for a garden tractor pull on July 11th, streets blocked off on that date & resolution for tax liens. Long made a motion to adjourn the meeting, Skinner seconded. Motion carried 5-0.
