City of Modale City Council Meeting Minutes A budget hearing meeting of the Modale City Council was held on April 13, 2026. Mayor Adams called the fiscal year 2027 budget hearing meeting to order at 630 p.m. Council members present were Kathy Dugdale, Chris Skinner, Rick Sell and Tammy Cooperrider. Mark Long arrived at 6:43 p.m. There were no guests. Dugdale made a motion to approve the consent agenda, Sell seconded. Motion carried 4-0. Mayor Adams opened the public hearing at 632 p.m. The fiscal year 2027 budget was discussed, there were no public comments. Mayor Adams closed the public hearing at 653 p.m. Skinner made a motion to approve the budget as presented, Dugdale seconded. Motion carried 5-0. Sell made a motion to adjourn the meeting, Skinner seconded. Motion carried 5-0. Mayor Adams adjourned the meeting at 655 p.m. Mayor Pro Tem Dugdale reopened the meeting at 657 p.m. Gerke read resolution 26-02 adopting the FY 2026-2027 budget. Skinner made a motion to adopt resolution 26-02 as read, Cooperrider seconded. Motion carried 5-0. Sell made a motion to adjourn the reopened meeting, Skinner seconded. Motion carried 5-0.
