City of Missouri Valley – Special Joint Meeting City Council and Rand Center Board Date: Tuesday, September 23, 2025 Time: 6:00 p.m. Location: Rand Community Center, 100 S 4th St, Missouri Valley, IA 51555 The special joint meeting of the City Council and the Rand Center Board was called to order by Mayor Pro-Tem Struble. Council members present were Patty Stueve, Marilyn Keizer, Sherman Struble, and Aaron Tuttle. Absent were Mayor Kelly and Council Member Taylor. Rand Center Board members present were Rex Gochenour, Lenora Cunard, Nan Colwell, Judy Holcombe, Jeannie Wortman, and Mike Liljedahl. Citizens present were Adam Bellis, Evelyn Marshall, Katie Moyer, Julie Marshall, Rich Gochenour, John Harrison, Jerry Keizer, Roger Marshall, Loree Hankins, Tim Johnson, Chris Gilpin, and Jody Meyer. The Council and the Rand Center Board discussed the potential transition of the Rand Center facility and operations to the City. Topics of discussion included: An overview of current facility operations. Possible timelines and key steps for transitions. Roles and responsibilities of the City and the Board during and after the transition. Financial considerations and sustainability of operations. The item was for discussion only.
