CITY OF MISSOURI VALLEY SPECIAL CITY COUNCIL MEETING CITY HALL TUESDAY, AUGUST 26, 2025 The public hearing was called to order by Mayor Pro Tem Struble at 6:00 P.M. with the following Council members present: Aaron Tuttle, Marilyn Keizer, Sherman Struble, Patty Stueve, and Kevin Taylor. Mayor Kelly was absent. Citizens present were Rich Gochenour and Steve Robinette. Motion to approve the Agenda for August 26, 2025, made by Tuttle, second by Taylor. Motion passes. The Mayor Pro Tem announced that this was the time and place specified for taking action on the proposal to submit an application to the Community Development Block Grant (CDBG) program. As a result of needed system improvements, the city has planned a water system improvement project. The city hired Eagle Engineering to complete a preliminary engineering report and cost estimate. Funds for this service are provided by local funds. Eagle Engineering proposes to replace water mains along 4th Street from Superior Street to Linn Street and along 7th Street from Erie Street to Linn Street. Both new lines would be installed outside of the pavement, and projects would also consist of new hydrants, valves, and water service connections on those lines. The construction will take under one year to complete. The CDBG application will be made on or before September 1, 2025. The city is applying for up to $500,000 in CDBG grant money, and the City of Missouri Valley will provide the local match of approximately $480,000. The total project cost is estimated at approximately $960,000. The project will benefit the entire community of Missouri Valley, particularly those who are low- to moderate-income residents. The low- to moderate-income rate of the City of Missouri Valley is 55.90% according to 2016-2020 ACS estimates. No persons will be displaced by the proposed activities. Any acquisition of land will occur in accordance with the provisions of the Uniform Acquisition and Relocation Act. No land acquisition is needed. As a requirement of the CDBG application, those present at the public hearing discussed community development and housing needs within the City, including major housing and community development needs of LMI residents, other major housing and community needs (for non-LMI residents), and planned or potential activities to address these needs. Community development and housing needs were gathered through a survey that the City advertised. Survey questions considered the greatest community needs, economic and transportation barriers for LMI residents, and housing needs. A total of 21 surveys were returned, with top community needs including housing, economic development, job creation, and neighborhood revitalization. A discussion was held regarding potential and needed projects for the community. The City Administrator announced that there were no written or oral comments received prior to the meeting. Whereupon, the Mayor Pro Tem called for any written or oral comments. None were given. General information about the project was provided to those present. Mayor Pro Tem Struble closed the public hearing at 6:06 p.m. Motion to adjourn made by Taylor, second by Stueve. Motion passes.
