CITY OF MISSOURI VALLEY Corrected Minutes from 4.1.25 Mayor Pro-Tem Struble opened the public hearing at 6:01 p.m. concerning the city seeking a water system improvement project. Dani with SWIPCO joined via Zoom and explained that the city plans to apply for the FY2025 Community Development Block Grant—Water and Sewer (W&S) program for up to $500,000. The CDBG application will be submitted on or before May 1, 2025. This project completes a stated priority of the City of Missouri Valley and benefits low-to-moderate income (LMI) residents. The City hired Eagle Engineering to complete a preliminary report and a cost estimate. Eagle Engineering proposes replacing the water mains along 4th Street, from Superior to Linn Street, and 7th Street, from Erie to Linn Street. Both new lines will be installed within the right of way but not on the pavement. The project will also include new fire hydrants, valves, and water service connections. The construction will take under a year to complete. The project will benefit the entire community of Missouri Valley. The City discussed community development and housing needs and what the plan is to address the needs. The City surveyed the residents and received only 22 responses, with the top needs being housing, economic development, job creation, and neighborhood revitalization. Dani asked if there were any planned or potential projects that might address the issues. Colglazier stated that the City has the 500 E Erie St project which will provide six new LMI rental residences/apartments, with a main level retail space. A new coffee shop to be constructed in the next 24 months, hopefully that creates more jobs. Stueve stated she would like to see a new grocery store. Struble stated that we definitely need more housing. Tuttle stated he would like downtown beautification, main street renovations, and identification of places where new housing may be added. Colglazier also stated that there are several clean-up days in the City. There were no major transportation issues as Missouri Valley has the SWITA transportation available.
