City of Dunlap April 8, 2026 The Council met before the Regular Council meeting at 5:30pm on April 8, 2026 with CJ Gross from McClure Engineering about the upcoming lagoon project and the Pleasant View Park project. Mayor Knickman, Murphy, Gunia, Bonsall and Wingrove were present at the meeting. Mayor Knickman called the Public Hearing to order on Wednesday, April 8, 2026 at 6:45pm in the Council Chamers. City Hall pursuant to law with the following council members present: Bonsall, Schauer, Gunia, Wingrove, Murphy. Mayor Knickman opened the Public Hearing on Amending Ordinance 212, amending the zoning map of the City of Dunlap, rezoning parcels 44000205250100 and 440002052502000 from R1 to C1. Rick Wingrove was present to oppose the rezoning due to him requesting it and getting denied and had concerns about his sewer line. No other comments were made. Mayor Knickman closed the Public Hearing. Motion by Schauer second by Murphy to adjourn at 6:54pm. All in favor, motion carried. Mayor Knickman called the regular council meeting to order on Wednesday, April 8, 2026 at 7:00pm in the Council Chambers, City Hall pursuant to law with the following council members present: Bonsall, Schauer, Wingrove, Gunia, Murphy. Motion by Wingrove second by Bonsall to approve the agenda. All in favor, motion carried. Motion by Gunia second by Murphy to approve March 11th Regular minutes. All in favor, motion carried. Motion by Bonsall second by Gunia to approve payment of bills. All in favor, motion carried. Motion by Gunia second Schauer to approve the 1st reading of Ordinance 212 An Ordinance amending the Code of Ordinances of the City of Dunlap, Iowa, by amending the zoning map of the City of Dunlap rezoning parcels 44000205250100 and 440002052502000 from R1 to C1. Ayes: Bonsall, Schauer, Gunia, Murphy; Abstain: Wingrove. Motion by Bonsall second by Murphy to waive the 2nd and 3rd Reading of Ordinance 212. Ayes: Bonsall, Schauer, Gunia, Murphy; Abstain: Wingrove. Motion carried. Motion by Gunia second by Schauer to approve consent agenda items; Tobacco Permit: Ettleman’s Town & Country; Building Permits: Pat Cogdill-cement, Jeff Miller-house/shed, Earl Malone-wall/fence, Rockin K-Commercial Building. All in favor, motion carried. Pat Cogdill gave the fire report. Jill Schaben, DCDC, gave a grants and Ragbrai update. Paula Evans gave a library update. Tony Warnock gave the Water/Wastewater report. Motion by Murphy second by Bonsall to approve Wastewater system Bonding Attorney Bonding Attorney agreement. All in favor, motion carried. Motion by Wingrove second by Gunia to approve RUS Bulletin 1780-27. All in favor, motion carried. Motion by Wingrove second by Schauer hire Abby Davie and Choya Ingram. All in favor, motion carried. Motion by Murphy second Schauer to give the lifeguards a raise to $13 per hour with $.50 for returning. Mayor Knickman talked about the Turkey Buzzards being back in town, unfortunately there isn’t much that can be done. Chief Miller gave an update on the Police Department. Allison Sauvain-Hicks from BMO gave a presentation to the Council about Xpress Pay. This is a card service that is free to the City but it will cost the citizens a fee for using their cards. Motion by Schauer second by Murphy approve using Xpress for customer payments. All in favor, motion carried. Motion by Murphy second by Gunia to adjourn at 7:34 pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
