REGULAR CALLED CITY COUNCIL MEETING Wednesday, May 14th, 2025 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, MANN, KERGER, POORE & BANTAM. Cogdill led the pledge of allegiance. Motion Mann/Bantam to approve the agenda. Ayes: 5, Motion carried. Motion Poore/Mann to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 4/7/2025 & 5/5/2025, b) approve the bills/receipts as presented, c) approve Cash & Investment reports -April 2025, d) approve Budget Report - April 2025, e) approve liquor license renewal for Casey’s, f) approve new liquor license for Mack Black, g) approve outdoor liquor license for Corn Palace for May 25th, 2025 & June 12th, 2025, h) approve Change Order #2 for Armodus – Hawthorne & 1st Street Culvert Project, i) approve PCE #4 – Final – for Armodus – Hawthorne & 1st Street Culvert Project. Ayes: 4, Kerger Abstained. Motion carried. Public Hearing on vacating and conveyance of the most eastern portion of 7th St and a portion of the Cattle Run opened at 6:39pm. No oral or written comments were received. Closed Public Hearing at 6:53pm. Mayor Report: None Citizen Input – None Motion Lenning/Poore to remove Randy Vandemark from and add Keith Mann to checking account at Farmer’s Trust & Savings Bank. Ayes: 4, Mann Abstained. Motion carried. Motion Mann/Lenning to approve Ten Point Construction to pour concrete, not to exceed $15,000, for 6 parking spaces between the building and the sign at the Fire Station. Ayes: 4, Kerger voted No. Motion carried. Motion Lenning/Bantam to approve Resolution #2025-11 establishing building permit fees. Ayes: 4, Kerger voted No. Motion carried. Motion Mann/Bantam to approve Resolution #2025-12 authorizing the issuance of a deed to Mary Heistand Amended & Restated Revocable Trust vacating and conveying of the most eastern portion of 7th St and a portion of the Cattle Run. Ayes: 3, Kerger & Poore voted No. Motion carried. Motion Bantam/Poore to approve Resolution #2025-13 accepting the Hawthorne & 1st Street Culvert Project. Ayes: 4, Kerger voted No. Motion carried. Motion Poore/Mann to accept Kurt Pryor’s bid for bailing/mowing on empty lots in Harvest Hills Phase II with the understanding that Kurt will notify the city when he intends to spray for insects. Ayes: 4, Bantam voted No. Motion carried. Motion Bantam/Mann to approve the contract with Mosquito Control of Iowa for 2025. Ayes: 5, Motion carried. Motion Bantam/Poore to set fireworks dates as July 3rd, 4th & 5th for 2025 per Code of Ordinances 4-2-13 (B). Ayes: 4, Kerger voted No. Motion carried. Motion Lenning/Bantam to set Harison County Times-Reporter as the official newspaper of the City of Woodbine (formally Missouri Valley Times). Ayes 5, Motion carried. City Administrator Koch informed council that she will be gone tomorrow through next Monday and Toni will be out of the office soon due to death in the family, therefore the office may be closed for a couple of days. The court date for 309 Ely is May 28th and she plans on going. Monday, May 19th is Woodbine’s City Wide Clean-up and June 7th is our City Wide Garage Sale, Koch also reported that she will be in training June 9th thru 11th and Toni will be in training June 9th thru 12th so the office will be closed June 9th thru 11th. Letters reminding citizens to mow their grass have been sent to those who need to mow, including the owners of 109 Fischer Dr. and 111 Normal St. She reported she is no longer allowing comments on Facebook when posting information and council agreed this is good practice. She also initiated a discussion on council going to electronic packets and that discussion is ongoing. Public Works Director Androy reported they are continuing maintenance of the gas lines and patching streets. None. Police Chief Jensen reported that the district track meet is in Woodbine tomorrow so there will be a lot of people and traffic, and that the last day of school is Friday, May 16th.
