REGULAR CALLED CITY COUNCIL MEETING Wednesday, June 18th, 2025 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Cogdill called the meeting to order with the following members present: LENNING, MANN, KERGER, POORE & BANTAM. Cogdill led the pledge of allegiance. Motion Mann/Bantam to approve the agenda. Ayes: 5, Motion carried. Motion Lenning/Mann to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 5/14/2025, b) approve the bills/receipts as presented, adding check to US Postal Service for $337.68, c) approve Cash & Investment reports – May 2025, d) approve Budget Report - May 2025, e) approve outdoor liquor license(s) for Corn Palace for Rodeo, f) approve renewal of tobacco license(s): Casey’s General Store & Dollar General. Ayes: 5, Motion carried. Mayor Report: None Citizen Input – None Jim Reisz updated council on being recognized by Missouri River Energy Services for their work on burying all of the electrical lines in Woodbine. He also reported on beginning the process of replacing water mains in the near future. Consensus to table possible motion on request from Jim Reisz to have 30’ of City parcel. Motion Bantam/Poore to approve request from Wagner family to allow fireworks on July 2nd, 2025 at the ballpark in memory of Bob Wagner. Ayes: 5, Motion carried. Motion Poore/Mann to approve Contract for Animal Control Services with Spock’s Sanctuary for reptiles, amphibians and invertebrates only provided they send proof the City of Woodbine is added to their liability insurance. Ayes: 5, Motion carried. Motion Mann/Bantam to approve salaries for FY25-26 effective July 1, 2025 with the change of increasing Library Director pay to $21.00 per hour. Ayes: 4, Kerger voted No. Motion carried. Motion Poore/Lenning to approve Resolution #2025-15 approving fiscal year end transfers. Ayes: 5, Motion carried. Motion Mann/Lenning to authorize City Administrator to pay bills through Fiscal Year End June 30, 2025. Ayes: 5, Motion carried. City Administrator Koch informed council that the City’s FY23-24 audit had been released and sent to council. She is continuing to work of codification and we are close to getting our 1st draft. She is hoping for an update on the Streetscape project the week of July 7th, The City was a little short on TIF payments but improved from last year, more compliance letters have been sent for various issues, the City had their court hearing with Lefeber and he agreed to comply with dates given, a resident called seeking suggestions on dealing with a turkey vulture problem. Public Works Director Androy reported he will begin negotiating with Northern Natural Gas on what they charge to transport natural gas to us. Police Chief Jensen reported we need to gear up for the July 4th holiday, the Rodeo and Rodeo Parade. Library Director Doyle presented to council her Patronage Report and Programming Report for library usage during the July 2024-June 2025 year. Motion Bantam/Poore to adjourn at 8:52pm.
