REGULAR CALLED CITY COUNCIL MEETING Wednesday, January 14th, 2026 – 6:30 P.M. Council Chambers – Woodbine, IA The regular council meeting of the City of Woodbine, Iowa was held pursuant to law on the above date and hour. Mayor Rob Cogdill called the meeting to order with the following members present: LENNING, POORE, BANTAM, MANN & SNEED. Mayor Cogdill led the pledge of allegiance. Motion Mann/Poore to approve the agenda. Ayes: 5, Motion carried. Motion Mann/Bantam to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 12/10/2025 & 1/2/2026, b) approve the bills/receipts as presented, c) approve Cash & Investment reports – December 2025, d) approve Budget Report - December 2025. Ayes: 5, Motion carried. Public Hearing opened at 6:39pm on Foodland Easement. No written or oral objections were received. Public Hearing closed at 6:40pm. Mayor Report: Cogdill reported that he and council held a planning session January 2nd, 2026. The next session will be held January 28th, 2026 at 5pm. He informed council the property tax reform proposals are coming & that they should look at them and reach out to legislators. Citizen Input – None Motion Bantam/Lenning to approve a TIF Agreement for up to $131,787.28 for 10 years with Johanna Pothast-Trackside Veterinary Clinic. Ayes: 5, Motion carried. Motion Poore/Bantam to approve easement for Foodland. Ayes: 5, Motion carried. Motion Lenning/Sneed to approve Corporate Discount Agreement with the CREW Center for 2026 with no money contributed from the city. Ayes: 5, Motion carried. Motion Poore/Lenning to approve agreement with SWIPCO for a CDBG application for proposed wastewater system improvements, including LMI study. Ayes: 5, Motion carried. City Administrator Koch informed council the FY24-25 audit should be received in February and that the council meeting agendas and minutes will now be posted on our website beginning in 2026. Public Works Director Androy reported he purchased a lot of gas supplies from the City of Waukee for a very good price. He also reported our chemical consultant said we may have more time to complete the treatments on the lagoons. We redo our PEFA agreement for gas rates this year. He is meeting with JEO tomorrow (1-15-26) for an estimate on 8th St. Library Director Doyel reviewed programming in the last quarter. The library received FY 25-26 AED and cabinet grant. She received another grant for circulation desk computers and she is working on internal revitalization. Motion Sneed/Lenning to adjourn at 7:59pm. Ayes 5, Motion carried. HCTR 1-21-26
