PUBLIC NOTICE Harrison and Pottawattamie Drainage District has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through Iowa’s Homeland Security and Emergency Management Division (IHSEMD) as a sub-applicant. Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA). Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions. Sub-Applicant: Harrison and Pottawattamie Drainage District Project Title: 801321-Harrison and Pottawattamie Drainage District May 24 Event, PA-07-IA-4784-PW-00255 Location of Proposed Work: Harrison and Pottawattamie Drainage District levees runs along Allen Creek which flows south to the confluence of the Boyer River and the Missouri River. GPS Coordinates: Start 41.45489, -95.91872, End 41.51091, -95.92727. Special Flood Hazard Area Zone: This project will perform work in a regulatory floodway, AE and A Zone or the area of 1% annual chance of flood risk, per Pottawattamie/ Harrison County FIRM panels 19085C320C, 19155C0225E, 19155C0025E, dated 01/29/2021 and 02/04/2005. Proposed Work and Purpose: Harrison and Pottawattamie Drainage District proposes to use FEMA Public Assistance Grant funds to complete repairs to Harrison and Pottawattamie Drainage District levees. The heavy rains increased the flow and amount of water in Allen Creek causing flooding to the surrounding area and damaging the levee. Project restores area to pre-disaster condition by restoring 17-mile-long protective levees embankment with fill and Brome/road mix erosion control grass. Project Alternatives: Alternative #1 (No Action): The no-action alternative would not be appropriate because it would leave the Harrison and Pottawattamie Drainage District levees unable to protect against flooding of the area adjoining the river. Alternative #2 (Repair In-Kind): This option is to return the facility to its pre-disaster function, as this approach would safeguard the drainage district and make it highly defensible against damage from future flooding events. Repairing the facility to its pre-2024 design is a cost-effective solution that restores the nature-based protections for the levee while minimizing expenses. Alternative #3 (Mitigation): This is not the option being pursued by this grant. Harrison and Pottawattamie Drainage District levee want to preserve the function of the levee while protecting the agriculture land and be cost effective for the area the levee protects. Comment Period: This will serve as the final public notice regarding the above‐described action funded by the FEMA PA program.
