Onawa, Iowa December 30, 2025 The Harrison County Board of Supervisors acting as Trustees of the McNeill Main Drainage District, met in regular session on Tuesday, December 30, 2025, at 10:00 a.m. in the Basement Conference Room of the Courthouse in Onawa, Monona County, Iowa, with Monona County Chairman Bo Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Absent: None. Also present: Amy Borchardt-Sick and Ashley Brown, Drainage Clerks; Peggy Rolph, Auditor; Brian Rife, Rebecca Wilkerson and Tony Smith, Harrison Board of Supervisors. MCNEILL MAIN CLEANOUT PHASE II It was moved by Rife, seconded by Phillips to have ISG include the jack and bore specifications under the UPRR (constructed by UPRR) in the plans for the Phase II cleanout, and once plans are approved to have Attorney Gary Taylor move forward serving UPRR pursuant to Iowa Code section 468.109. Vote on motion: Rife, Wilkerson, Smith, Phillips, Fox and Brouillette. Nays: None. Motion carried. Construction would start on the upstream side of the north railroad crossing (outside of the RR ROW) and north to Onawa. The segment from the end of Phase I to the north RR crossing to be resolved through ongoing legal and coordination efforts. We are still hoping to get Phase II let in the Spring. Seeding was also discussed in Phase I of the cleanout. Several sections have been noted where the seeding didn’t produce. Fox suggested we fly a drone this Spring to see what all needs to be re-seeded. The Board, on its own motion and vote, duly carried, adjourned. HCTR 1-14-26
