Polls open at 7:00 a.m. and close at 8:00 p.m. Voters must vote at precinct where they live. Please read this notice carefully to determine your correct polling location. Brooks Constitutional Amendment 1 Summary: Provides for only U.S. citizens aged 18 or older and meeting state and county residency requirements to vote in all elections. Further provides that 17-year-olds who will be 18 years old by the General Election are eligible to vote in the primary election, subject to the same citizenship and residency requirements. Full Text: Section 1. The following amendment to the Constitution of the State of Iowa is proposed: Section 1 of Article II of the Constitution of the State of Iowa, as amended by the amendment of 1970, is repealed and the following adopted in lieu thereof: Section 1. Electors. Only a citizen of the United States of the age of eighteen years, who shall have been a resident of this state for such period of time as shall be provided by law and of the county in which the citizen claims the citizen’s vote for such period of time as shall be provided by law, shall be entitled to vote at all elections which are authorized by law. However, for purposes of a primary election, a United States citizen must be at least eighteen years of age as of the next general election following the primary election. The required periods of residence shall not exceed six months in this state and sixty days in the county. Constitutional Amendment 2 Summary: Provides that the lieutenant governor will act as the governor if there is a temporary disability of the governor. Further provides that the lieutenant governor or lieutenant governor-elect will be the governor or governor-elect in the case of the resignation, death, or permanent disability of the governor or governor-elect thus creating a vacancy in the office of lieutenant governor or lieutenant governor-elect, as appropriate. Full Text: Section 1. The following amendment to the Constitution of the State of Iowa is proposed: Section 17 of Article IV of the Constitution of the State of Iowa is repealed and the following adopted in lieu thereof: Sec. 17. Lieutenant governor or lieutenant governor-elect to become or act as governor or governor-elect. If there is a temporary disability of the governor, the lieutenant governor shall act as governor until the disability is removed, or the governor dies, resigns, or is removed from office. In case of the death, resignation, or removal from office of the governor, the lieutenant governor shall become governor for the remainder of the term, which shall create a vacancy in the office of lieutenant governor. This section shall also apply, as appropriate, to the governor-elect and the lieutenant governor-elect. Public Measure SB Shall the Board of Directors of the Iowa Western Community College (Merged Area XIII) in the Counties of Adair, Adams, Audubon, Cass, Crawford, Fremont, Harrison, Mills, Monona, Montgomery, Page, Pottawattamie and Shelby, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $55,000,000 to provide funds to construct, furnish, and equip a new academic building and renovate, remodel, and improve existing buildings within Merged Area XIII? Voters who are not pre-registered – such as voters registering to vote on Election Day – and voters who have changed precincts will also be required to provide proof of residence. A voter commits the crime of Election Misconduct in the First Degree if the person submits false information when registering to vote. Election misconduct in the first degree is a class “D” felony, and punishable by a fine of up to $10,245 and/or imprisonment of up to five (5) years. Convicted felons who register and vote without receiving a restoration of voting rights from the Governor are committing a class “D” felony. IF YOU ARE NOT SURE YOUR RIGHT TO VOTE HAS ALREADY BEEN RESTORED, REQUEST A PROVISIONAL BALLOT. NOTICE IS HEREBY GIVEN that any voter who requires assistance to vote by reason of blindness, disability, or inability to read or write may be given assistance by a person of the voter’s choice, other than the voter’s employer or agent of that employer or officer or agent of the voter’s union. NOTICE IS FURTHER GIVEN, in accordance with Chapter 49.53 of the Iowa Code that any voter who is physically unable to enter the polling place has the right to vote in the voter’s vehicle. Each polling location is equipped with a ballot marking device which may assist persons with disabilities to vote more independently. The device allows voters to make their selections using an audio read-back and touchpad or touchscreen. The touchscreen device provides magnification and reverse black and white images. Voters unable to see the screen may have the screen turned off and use only the audio read-back and touchpad features. The audio read-back feature provides all ballot instructions, choices, and selections in an audio format using headphones. After making selections with the ballot marking device, via touchpad or touchscreen, the device will mark the voter’s paper ballot and the voter will insert their marked ballot in the ballot scanner used to count all ballots. NOTICE IS FURTHER GIVEN, in accordance with Chapter 52.35 of the Iowa Code that the duly authorized agents of the Harrison County Auditor and Commissioner of Elections shall publicly examine and test all voting machines to be used for the November 5, 2024 General Election. Public testing will commence on Monday, October 28th at 7:15 a.m. at the Courthouse, 111 N 2nd Ave, in Logan. Go to the Auditor’s Office for access into the election equipment testing room.
