Harrison County Supervisors Meeting September 18, 2025 Chairman Brian Rife called the meeting to order with member Tony Smith in attendance. Member Wilkerson arrived at the meeting during the drainage discussion. The motion to approve the tentative agenda was made by Smith, second by Rife. Motion carried. Claims were stamped for approval as presented. Motion to approve minutes from August 6th by Smith, second by Wilkerson. Motion carried. Motion to approve minutes from September 11th by Wilkerson, second by Smith. Motion carried. Attendance: Auditor Megan Reffett, Paul Rhoten, John Rasmussen, Jack Jones, Brad Doyle, Rick Shearer, Matt Earlywine, Eathan Earlywine, Michele Stirtz, Laura Soetmelk Pratt Drainage Ditch Drainage Engineer, Jon Rosengren of Bolton & Menk, spoke by phone with the Board of Supervisors acting as Trustees for the Pratt Ditch. Mr. Rosengren provided details of the ditch and approximate cost regarding creating a new flow path to help correct current water draining issues. Mr. Rosengren informed landowner, Larry Buss, that this ground was possibly considered wetland so more steps would need to be taken before a project can begin. The Board, Mr. Rosengren and Mr. Buss all agreed to table the project until wetland mitigation steps can be determined. County Engineer Engineer Rasmussen gave updates on the grant for the L20 project and the annual DOT report that were submitted last week. He is also working on a grant for Redwood Ave that will go to the planned fertilizer plant development. Discussion on Union Negotiations Auditor Reffett presented the Board with the union’s request to settle the wage reopener outside of negotiations with an agreement like last years. The Board discussed that they would like to meet with the union representatives and negotiate the wages. Abatement of County owned property The Board reviewed the abatement for County owned property, parcel 310001353201000 and 310001347200000. Motion to approve the abatement by Smith, second by Wilkerson. Motion carried. County Tax Sale at 316 E Michigan St Discussion on the property at 316 E Michigan St and the City’s request to have the County give it to them. Phillips requested that the City pay the tax sale on the property and the County sign it over to them. Rife requested that the City take the County owned parcel adjacent to their property at 821 E Huron as part of the agreement. Motion to offer the tax sale at 316 E Michigan and the County owned property north of the City’s property at 821 E Huron for the price of County tax sale by Smith, second by Wilkerson. Motion carried. Payment Agreement with 23 D Ave Treasurer Phillips presented the payment plan for 23 D Ave. in Missouri Valley. Motion to approve the payment plan by Wilkerson, second by Smith. Motion approved. August Bank Reconciliation for Motor Vehicle and Tax Accounts Treasurer Phillips presented the Board with the bank reconciliations for the motor vehicle and tax accounts. Pay application #5 for Courthouse Entrance Project The Board reviewed and approved the pay application in the amount of $60,100.80. Motion by Smith, second by Rife. Motion carried. Handwritten warrant to US Bank The Board reviewed and approved the handwritten warrant to US Bank in the amount of $6,997.59. Motion by Wilkerson, second by Smith. Motion carried. Zoning Public Hearing Chairman Rife opened the public hearing as advertised. Request for Bruce Busing to rezone 2 acres from A.1 to R.1. This property is described as part of the NW NE of section 2-79-43 Request for G. William Coulthard Trust to rezone 5 acres from A.1 to R.1. This property is described as part of the NW NE & NE NW of section 3-78-45 No comments were heard. Motion to close the public hearing by Smith, second by Wilkerson. Motion carried. Motion to approve the request from Bruce Busing by Wilkerson, second by Smith. Motion carried. Motion to approve the request from G. William Coulthard Trust by Wilkerson, second by Smith. Motion carried. Comments Member Smith gave comments on the JDC and MAPA meetings he attended this week. Member Rife gave comments on the ISAC 99 County Tour meeting he attended this week. Member Wilkerson gave comments on the Conservation conference she attended this week. Brad Doyle gave comments on the County website and minutes.
