Harrison County Supervisors Meeting October 9, 2025 Chairman Brian Rife called the meeting to order at 9:00 am in the Boardroom with members Tony Smith and Rebecca Wilkerson in attendance. The motion to approve the tentative agenda was made by Smith, second by Rife. Smith Aye. Rife Aye. Wilkerson Nay. Motion carried. Claims were stamped for approval as presented. Motion to approve minutes from October 2nd by Smith, second by Wilkerson. Motion carried. Attendance: Auditor Megan Reffett, Paul Rhoten, John Rasmussen, Brad Doyle, Marilyn J. Mentzer, Sarah Delanty, Michele Stirtz, Rashelle Wohlers Resolution for all Harrison County Drainage District to use County UEI# for FEMA Purposes Drainage Clerk, Michelle Kersten, presented a resolution to the board for all Harrison County Drainage Districts to use the County’s UEI # for FEMA purposes at the request of Cate Brehmer with Iowa Homeland Security. Smith requested this be tabled until the County Attorney could review the resolution before approving it. The resolution will be presented to the Board at a later date. County Engineer The patching project for Melody Oaks started this week and Rasmussen is working with landowners regarding the scope of work. Discussion on a bridge project that is shared with Shelby County was held. Update on Courthouse Entrance Project Auditor Reffett provided an update for the Courthouse entrance project from The Franks Design Group. Pete Franks is working with the contractors to have the east side doors as well as the ADA doors replaced due to defects and damage. Auditor Reffett is working with Franks and will schedule the replacements as soon as possible to avoid extremely cold weather if possible. Pay Application #6 for Courthouse Entrance Project The Board reviewed pay application #6 for the Courthouse Entrance Project in the amount of $839.80. Motion to approve by Smith, second by Wilkerson. Motion carried. Absentee Board Election Worker Pay Increase Auditor Reffett presented the Board on the current pay schedule for Absentee Board members which is $50 for up to 3 hours, $100 for up to 6 hours, and $125 for up to 8 hours. Previously members of the Board were not required to report to the Courthouse until the afternoon on election day; however, recent law changes move the time that members must report to the Courthouse to 9:00AM. With the increase in time that may be required, Auditor Reffett requested that the Board approve a pay schedule to include $150 for 10 hours and $175 for 12 hours. Wilkerson commented that she was not in favor of the change and felt it was citizens’ civic duty to work elections. Auditor Reffett explained that it was not just a couple of hours that are being requested from people, and the timing requires most people to take off work. Reffett mentioned that she had posted a request for workers and hadn’t received any leads from that and still had several openings. Wilkerson volunteered to work at one of the open positions and assist in finding workers. Motion by Rife to create two additional tiers for absentee board election worker pay at 10 hours for $150 and 12 hours for $175, second by Smith. Smith Aye. Rife Aye. Wilkerson Nay. Fiscal Sponsor for the Harrison County Auditor for a Dean J. King Grant Auditor Reffett requested the County to act as fiscal sponsor for a Dean J. King grant to assist in paying for the installation of a fire alarm system in the Courthouse. Motion to approve by Wilkerson, second by Smith. Motion carried. Comments Marilyn Mentzer – provided comments about concerns from citizens With business of the day completed, the Board adjourned on a motion by Smith, second by Wilkerson. Motion carried.
