Harrison County Supervisors Meeting May 21, 2025 Chairman Brian Rife and member Rebecca Wilkerson attended the Army Corp of Engineers Public Meeting. A general discussion about County issues was held. No action was taken. ATTEST: Megan Reffett, Auditor Brian Rife, Chairman May 22, 2025 Chairman Brian Rife called the meeting to order with members Tony Smith and Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Smith, second by Wilkerson. Motion carried. Motion to approve minutes from May 15th by Wilkerson, second by Smith. Motion carried. Attendance: Auditor Megan Reffett, Paul Rhoten, Michele Stirtz, Shelia Phillips, Mari Jo Mentzer, Emily Allmon Public Hearing for FY25 Budget Amendment Chairman Brian Rife opened the public hearing as advertised. Budget Director Megan Reffett gave an overview of the amendment. Comments were heard regarding the requested amendments and the board’s thoughts going forward. Motion to close the public hearing by Smith, second by Wilkerson. Motion carried. Approval of Budget Amendment #2 for FY25 Motion to approve Budget Amendment #2 as presented by Smith, second by Wilkerson. Motion carried. FY26 Drainage Assessments Auditor Megan Reffett presented the board with updated assessments from last week with the addition of the South Noble Lake District. Motion to approve the assessments for FY26 by Wilkerson, second by Smith. Smith Aye. Wilkerson Aye. Rife Aye. Motion carried. Utility permit for Harrison County REC The board reviewed the utility permit for Harrison County REC to bury along 135th St. Motion to approve by Smith, second by Wilkerson. Motion carried. Mari Jo Mentzer – Discussion on assessments Mari Jo Mentzer discussed with the board the County’s responsibility for property assessments and how Iowa Code 441.21 outlines this. She requested information regarding assessments, rollback, and taxable value. Zoning Public Hearing Brian Rife opened the public hearing as advertised. Zoning director Matt Pitt presented the requests. No comments were heard Motion to close the public hearing by Smith, second by Wilkerson. ZMA 5-1-25 for David Burmeister to rezone 2 acres in part of the SWSE of 29-80-41 from A-1 to R-1. Motion to approve by Wilkerson second by Smith. Motion carried. ZMA 5-2-25 for Shelby Fly to rezone 2 acres in part of the NWSW of 11-80-42 from A-1 to R-1. Motion to approve by Smith, second by Wilkerson. Motion carried. Public Comment Michele Stirtz gave comments on the budget amendments. Wilkerson gave comments on the Army Corps of Engineer meeting that she attended and questions that were asked. With business of the day completed, the Board adjourned on a motion by Smith, second by Wilkerson. Motion carried.
