Harrison County Supervisors Meeting January 29, 2026 Chairman Brian Rife called the meeting to order at 9:00am in the Harrison County Boardroom with members Tony Smith and Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Smith, second by Rife. Rife Aye. Smith Aye. Wilkerson Nay. Motion carried. Minutes from January 22nd were approved. Motion by Wilkerson, second by Smith. Motion carried. Attendance: Deputy Auditor Taryn Wegner, Paul Rhoten, Marilyn Mentzer, Brad Doyle, Clinton Gochenour, David Sherer, Michele Stirtz, Jack Jones, Brent Dillinger, Jackson Summers Treasurer’s Office Bank Reconciliation- Treasurer Shelia Phillips presented the November and December bank reconciliations for Motor Vehicle and tax for the Board’s review. Resolution naming Depositories- Treasurer Phillips explained that she needed to revise the current Resolution naming Depositories to remove the name of a bank the county no longer uses. RESOLUTION NAMING DEPOSITORIES RESOLVED, that the Board of Supervisors of Harrison County in Harrison County, Iowa, approves the following list of financial institutions to be depositories of the Harrison County funds in conformance with all applicable provisions of Iowa Code Chapter 12C.2 the Harrison County Treasurer is hereby authorized to deposit the Harrison County funds in amounts not to exceed the maximum approved for each respective financial institution as set out below. Motion carried. Smith Aye. Wilkerson Aye. Rife Aye. Harrison County Investment Policy - Treasurer Phillips presented the investment policy. No changes were made to it. The policy was approved with a motion by Wilkerson, second by Smith. Motion carried. Engineer Updates Engineer John Rasmussen talked about updating some equipment and is working on getting brush cut. He brought up that three excavators are currently out of commission and waiting to get fixed. Engineer Rasmussen and the board then discussed rock options in the area and the pros and cons for having a stockpile. Engineer Rasmussen is currently working on the 5-year plan and getting the budget done. The Board had questions on a dam at the Woodland campground and asked about him addressing the issue with the landowner to get the problem solved. Opioid Contracts The Board reviewed the presented contracts for the Jail and K-9 to receive money from the Opioid Committee. Public Health Administrator, David Sherer, answered questions the Board had about the system that the Jail was purchasing with the funds provided. Motion to approve Opioid Contracts made by Wilkerson, second Smith. Motion carried. Comprehensive Plan Supervisor Wilkerson discussed some minor corrections made to the plan. The Comprehensive Plan was approved with a motion made by Smith, second Wilkerson. Motion carried. Drainage Brush Control Payments Supervisor Wilkerson brought up the previous bid from B&W Control Specialists for brush control. The amount that was paid for their work exceeded the bid they provided. Supervisor Wilkerson stated that she was worried about the bidding process not being followed. The Board agreed the owner should have come in to present a change order and in the future, they will pay more attention to the quoted amount and the billed amount. County Bids Supervisor Wilkerson presented a possible resolution for future bids that the county receives. The Board agreed that Supervisor Wilkerson should discuss it with Attorney Delanty for her review. Open Meetings/Agenda Discussion Supervisor Wilkerson discussed the agenda and how items cannot be added after the deadline. She then explained that the Board can’t discuss matters brought up during public comment and discussed the IPIB slide information about open meeting laws that is open for anyone to learn.
