Harrison County Supervisors Meeting April 24, 2025 Chairman Brian Rife called the meeting to order with members Tony Smtih and Rebecca Wilkerson in attendance. Motion to approve the tentative agenda was made by Smith, second by Wilkerson. Motion carried. Attendance: Auditor Megan Reffett, Jack Jones, Mari Jo Mentzer, Susan Bonham, Sarah Delanty Proposed Budget Public Hearing Chairman Rife opened the Proposed Budget Public Hearing as advertised. Rebecca Wilkerson provided comments that were given to her. Smith made the motion to close the public hearing, second by Wilkerson. Motion carried. With business completed, the Board adjourned on a motion by Wilkerson, second by Smith. Motion carried. Attendance: Auditor Megan Reffett, Jack Jones, Mari Jo Mentzer, Susan Bonham, Sarah Delanty, Ron Woodward Approval of Bolton & Menk, Inc Invoice Amendment The Board met as Trustees for the C & R Levee including Brian Rife, Tony Smith and Rebecca Wilkerson. Michelle Kersten, Drainage Clerk, presented the Board with information and after discussion the following were approved: Due to a clerical error, a request was made to amend the payment to Bolton & Menk from $3,889.50 to $3,899.50, that was previously agreed to on April 17, 2025, for the C & R Drainage District. This was unanimously approved on motion by Smith and second by Wilkerson. Brush Control The Board met as trustees, all members present, for various drainage districts in Harrison County to discuss brush control. Also present was Michelle Kersten, Drainage Clerk. Nate Reffer, B & W Control Specialists, reviewed the 2025 brush control schedule and amounts and presented the following information: Soldier Valley- • Pratt Ditch - $3,500.00 • Burcham Ditch - $5,000.00 • Old Soldier Ditch - $10,000.00 Upper Soldier #1- • Clarke Lat - $2,500.00 Cobb Creek - $2,500.00 Cut-off Lake - $3,500.00 Fitzgibbon Ditch - $2,000.00 The prices are quoted as not to exceed amounts. Motion to approve all brush control quotes was made by Smith, second by Wilkerson. Unanimous approval. Budget Amendment Public Hearing Chairman Rife opened the Budget Amendment Public Hearing as advertised. Budget Director Megan Reffett reviewed the amendment with the board. No public comments were heard. Smith made the motion to close the public hearing, second by Wilkerson. Motion carried. FY Budget Amendment #1 The Board approved the presented budget amendment. Motion to approve by Smith, second by Wilkerson. Motion carried. Update to Depository Resolution Treasurer Phillips requested an update to the resolution for depositories that was approved in January to include Midstates Bank and increase the maximum from $7,000,000 to $10,000,00. Motion to approve by Smith, second by Wilkerson. Motion carried. ZMA 4.2.25 Daniel Fischer The Board reviewed the ZMA request to rezone 2 acres from A.1 to R.1 that was presented last week for Daniel Fischer. Motion to deny the request by Wilkerson, second by Smith. Motion carried. Rife Nay. Smith Aye. Wilkerson Aye. Woodbine Golf Course Liquor License The Board approved the liquor license with a motion by Wilkerson, second by Smith. Motion carried. Sawmill Hollow Organic Farms Liquor License The Board approved the liquor license with a motion by Smith, second by Wilkerson. Motion carried. Logan Library Board The Board approved the appointment of Helen Knauss as the rural representative for the Logan Library Board. Motion by Wilkerson, second by Smith. Motion carried. Ron Woodward – update on Pisgah building Ron Woodward requested an update on the building at 2nd and E Main St in Pisgah. The city wants to do work to the property but wanted to verify they were going to receive the property before they proceeded. Discussion was held on whether the County will require the City to purchase the property or if it will be given to the city. Additional discussion will be held at the next meeting. Handwritten Warrant to US Bank The Board discussed the claims that were denied on previous US Bank bills and how to proceed with promotional and food items in the future. Motion to approve in the amount of $532.20 by Smith, second by Wilkerson. Motion carried. Engineers’ Utility Permit The Board reviewed the utility permit for Quick Current Iowa LLC for Fiber Optic cable along Overton Ave. Motion to approve by Smith, second by Wilkerson. Motion carried. Resolution for Elected Officials Salaries for FY26 The Board reviewed the resolution for the Election Officials Salaries for FY26. RESOLUTION WHEREAS, the Harrison County Compensation Board met on February 19, 2025 and recommended salary increase for the elected officials for fiscal year 2026; THEREFORE, be it resolved by the Harrison County Board of Supervisors that a raise of $.50 on July 1 and January 1shall be given to the Auditor, Recorder, Treasurer, and Attorney. The Sheriff shall receive a raise of $1. 70 on July 1 and $1.69 on January 1. Budget Director stipend shall be set at $5,000. No change in PRP or the Supervisors pay. Salaries for Elected Officials are as follows: AUDITOR, $76,720 $3,639 PRP $5,000 budget director RECORDER, $76,720 $3,639 PRP TREASURER, $76,720 $3,639 PRP ATTORNEY, $100,507 $3,639 PRP SHERIFF, $113,910 $3,639 PRP SUPERVISORS (3), $39,035 (EACH) $894 PRP Motion to approve by Smith, second by Wilkerson. Motion carried. Smith Aye. Wilkerson Aye. Rife Nay. Resolution for Non-union employees’ salaries for FY26 The Board reviewed the resolution for the Non-union Employees Salaries for FY26. RESOLUTION WHEREAS, the Harrison County Board of Supervisors approved salaries for the elected officials and the need arises to set salary increases for non-union employees. THEREFORE, be it resolved by the Harrison County Board of Supervisors that the non-union employees, including those employees not tied to an elected official’s base salary, shall receive a raise of $.50 on July 1 and $.50 on January 1; except, jailers shall receive a raise of $1.00 on July 1 and $1.00 on January 1. Resolution for FY26 Budget and Certification of taxes The Board reviewed the resolution for the FY26 Budget and Certification of Taxes. RESOLUTION WHEREAS, a public hearing was held on April 24, 2025 for the Fiscal Year 2025-2026 Harrison County budget in accordance with Iowa Code 331.434 NOW THEREFORE, BE IT RESOLVED THAT the Harrison County Board of Supervisors hereby adopts said Budget and Certification of Taxes for the fiscal year beginning July 1, 2025, and ending June 30, 2026. Levies 3.500, General Basic 3.14768, General Supplemental 2.97997, Rural Basic .39923 , Debt Service Property Tax Levied Dollars $4,482,065, General Basic $4,030,888, General Supplemental $2,894,684, Rural Basic $518,783, Debt Service $11,926,420, Total Property Tax Dollars Motion to approve by Smith, second by Wilkerson.
