Final Public Notice – Impacts to Floodplains City of Pisgah – Water System Improvements Pisgah, IA The City of Pisgah, Iowa intends to seek financial assistance from USDA, Rural Utilities Service (RUS) for costs of improvements to their municipal water system. The proposed action consists of: new site piping at the well and ground storage tank sites; electrical gear, pumps, and controls at both wells; emergency standby power to allow backup power for both wells; new 6” distribution water mains, hydrants, services, and meter pits. RUS has assessed the environmental impacts of this proposal and determined that the location of the water distribution improvements will convert or affect a floodplain or critical action floodplain. In accordance with Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, the Agency is notifying the interested public of this land conversion. It has been determined that there is no practicable alternative to avoiding this conversion or effect and that there is a significant need for the proposal. The basis of this determination is that there are no alternative sites for water distribution improvements and there is a substantial need for the proposal. The Water Treatment Plant and wells are located above the floodplain, therefore improvements at those locations will have no impact.
