CITY OF MISSOURI VALLEY, IOWA CITY COUNCIL SPECIAL MEETING TUESDAY, FEBRUARY 10, 2026 – 6:00 p.m. RAND COMMUNITY CENTER, 100 S. 4TH ST., MISSOURI VALLEY, IA Mayor Marshall presided over the meeting, which was called to order at 6:00 p.m. with the following Council Members present: Tuttle, Keizer, Meadows, and Struble. Councilman Gilpin was absent. Citizens present were Katie Moyer, Adam Bellis, and Kevin Taylor. The Pledge of Allegiance was recited. Motion to approve agenda for February 10, 2026, made by Keizer, seconded by Tuttle. Roll Call: Tuttle, Keizer, Struble, and Meadows. Motion passes. Budget workshop. No formal action was taken. Keizer questioned what is happening with the 500 E Erie St project. There is a meeting scheduled for February 11, 2026, with Iowa Economic Development to discuss options moving forward. Mayor Marshall discussed the Longview Washout meeting. The property owners would like the City to pay for attorney fees for documents reviewed by their lawyer. This matter will be put on the next agenda. Colglazier discussed options if the upper-story housing project at 500 E Erie is not completed or fails to meet program requirements, as well as the remedies the City has, including its relationship with IEDA. She also discussed the taxable valuation and total property tax. Motion to adjourn at 7:45 p.m. made by Tuttle, seconded by Struble. Roll Call: Tuttle, Keizer, Struble, and Meadows. Motion passes.
