CITY OF MISSOURI VALLEY CITY COUNCIL SPECIAL MEETING RAND COMMUNITY CENTER TUESDAY, DECEMBER 23, 2025 Mayor Pro-Tem Struble presided over the meeting, which was called to order at 6:00 p.m. with the following Council Members present: Keizer, Tuttle, Taylor, and Stueve. Mayor Kelly was absent. Citizens present were Adam Bellis, Evelyn Marshall, Mary Jo Buckley, Christopher Gilpin, Russ Meadows, Roger Marshall, and Brent Hansen. The Pledge of Allegiance was recited. Motion to approve Agenda for December 23, 2025, made by Tuttle, seconded by Taylor. Motion passes. Motion to approve minutes from December 16, 2025, made by Tuttle, seconded by Taylor. Motion passes. A discussion was held on investment options for City Funds. There are eight Certificates of Deposit maturing, and the city's money market account was discussed. Motion to approve reinvestment of maturing American National Bank Certificates of Deposit to Washington County Bank in the amount of approximately $302,943.89 made by Taylor, seconded by Tuttle. Motion passes. Motion to approve changes to American National Money Market investment placement to Logan State Bank made by Taylor, seconded by Stueve. Motion passes. Motion to approve authorization for staff to execute investment transactions consistent with Council approval made by Taylor, seconded by Stueve. Motion passes.
