CITY OF MISSOURI VALLEY CITY COUNCIL BUDGET WORKSHOP RAND COMMUNITY CENTER TUESDAY JANUARY 13, 2026 Mayor Marshall presided over the meeting, which was called to order at 6:00 p.m. with the following Council Members present: Tuttle, Keizer, Struble, Meadows, and Gilpin. Citizens present were Adam Bellis, Rich Gochenour, Lee Lange, Loree Hankins, Dawn Meadows, and Katie Moyer. The Pledge of Allegiance was recited. Motion to approve the agenda for January 13, 2026, made by Tuttle, second by Struble. Roll Call: Tuttle, Keizer, Struble, Meadows, and Gilpin all ayes. Motion passes. Motion to table change order for the gear dryer installation at the Fire Station Apparatus Bay made by Tuttle, second by Struble. Roll Call: Tuttle, Keizer, Struble, Meadows, and Gilpin all ayes. Motion passes. Motion to acknowledge the retirement of Keith Monroe, Public Works Department effective January 31, 2026, and authorize staff to advertise for the position made by Meadows, second by Struble. Roll Call: Tuttle, Keizer, Struble, Meadows, and Gilpin all ayes. Motion passes. Council members thanked Monroe for his 15 years of service with the city. Budget Workshop: Council discussed employee raises, police, park, pool and street budgets. No formal action was taken. Next budget workshop will be held after the Council Meeting on January 20, 2026. There were no Mayor comments. Meadows would like to have a library board representative come to the next budget workshop. Colglazier stated that we are going to be advertising for spraying of properties and cemetery mowing. She is also going to add a budget workshop at the end of the regular council meetings, if there is time. Motion to adjourn at 7:55 p.m. made by Tuttle, second by Keizer.
