City Hall – Council Meeting Minutes Thursday – May 15, 2025 – 6:00 P.M. Mayor and/or Commission Reports: N Madsen – Parks & Sewer, M Dreesen – Water, Mayor B Mitsch Landfill Commission, S Baumfalk – EMA Public In-Put: Old Business: Property Clean-up, Updates, Plan for 312 1st St: Attorney C Fichter advised the property to be sold via a Sealed-bid Land Contract, and a motion was made to accept this plan; 1st M Dreessen 2nd A Beers Yes – 5-0 Storm Damage & Repairs: Attorney C Fichter drafted a “Notice of Nuisance Violation” to Mr. & Mrs. Beers regarding their construction-related activity that contributed to the storm damage runoff and erosion problem. Before this issue could be addressed, Council member A Beers – daughter of Mr. & Mrs. Beers – interrupted the meeting and began aggressively asking unrelated questions and demanded answers. A citizen was on the agenda to speak about the storm damage to her property and when she tried to inquire about this A Beers very rudely blocked her from speaking and stated she would not discuss the matter with her. A Beers continued to badger city employees until one of the other council members requested that she calm down. She ignored this suggestion until Attorney Fichter announced A Beers, needed to tone down her speech so the meeting could resume. A Beers unprofessional behavior and disruption created an extremely awkward atmosphere for the remainder of the meeting. New Business: Ongoing Park Damage, Complaints of groups of children on private Properties: Discussion was had that video footage of the vandals be sent to the sheriff’s department to start building an official case record. The council members suggested installing more cameras. Building Repairs old gas station property: The City of Pisgah was granted ownership of the property. A motion was made to make repairs up to $2,500; 1st M Dreessen 2nd K Wilson Yes – 5-0 Loan Resolution – C Fichter: Not Discussed. Storm Siren Complaints: T Noah informed the council that he received several complaints from residents claiming they could not hear the city siren when it went off during a recent big storm. Therefore, he is researching a new Siren System with a battery backup unit, for future storm events with long term power outages. Harrison County Crime stoppers – Asking for $100 Donation: 1st M Dreessen 2nd A Beers Yes – 5-0 T Noah is willing to donate his time to write a Grant for new Crime Stopper signs. IMWCA – Recommendations & Response: Put a policy in place requiring two people present in the event of open manholes. Not Discussed Employment / Job Application: Not Discussed. Clerk Report: H Nejedly continuing to work as contract help. Maintenance, Water and Sewer Report: T Noah Fire Department: T Noah – Reported the department is doing well. Open Discussion: R Wilkerson informed the Council that the County Budgets are complete, raises were given in dollar amounts versus percentages, Crime Stoppers is doing well, and the new County Attorney is taking cases seriously and actions accordingly.
